Uni<strong>on</strong>: Though no official figures exist at the EU level about the total number of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g><br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> their employees, it is a well known fact that more than 99% of enterprises <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />
<str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Uni<strong>on</strong> are <str<strong>on</strong>g>SMEs</str<strong>on</strong>g>. 3<br />
The relative importance of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> is, however, lower <str<strong>on</strong>g>in</str<strong>on</strong>g> terms of their c<strong>on</strong>tributi<strong>on</strong> to<br />
provid<str<strong>on</strong>g>in</str<strong>on</strong>g>g jobs <str<strong>on</strong>g>and</str<strong>on</strong>g> wealth: In 2005, 67.1% of the n<strong>on</strong>-f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess ec<strong>on</strong>omy<br />
(NACE Secti<strong>on</strong>s C to I <str<strong>on</strong>g>and</str<strong>on</strong>g> K) workforce <str<strong>on</strong>g>in</str<strong>on</strong>g> the EU-27 was employed <str<strong>on</strong>g>in</str<strong>on</strong>g> an SME, while<br />
57.6% of the n<strong>on</strong>-f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess ec<strong>on</strong>omy’s value added was generated by <str<strong>on</strong>g>SMEs</str<strong>on</strong>g>.<br />

With<str<strong>on</strong>g>in</str<strong>on</strong>g> the group of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g>, the vast majority (over 90%) are micro enterprises with less<br />
than ten pers<strong>on</strong>s. Micro companies employed more than <strong>on</strong>e third of the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an<br />
workforce but at the same time accounted <strong>on</strong>ly for <strong>on</strong>e fifth of the value added <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />
EU-27 n<strong>on</strong>-f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess ec<strong>on</strong>omy. The sec<strong>on</strong>d largest SME group is made up of<br />
small enterprises def<str<strong>on</strong>g>in</str<strong>on</strong>g>ed as hav<str<strong>on</strong>g>in</str<strong>on</strong>g>g 10-49 pers<strong>on</strong>s employed. This group <str<strong>on</strong>g>in</str<strong>on</strong>g> 2005<br />
c<strong>on</strong>sisted of about 1.3 milli<strong>on</strong> enterprises (exclud<str<strong>on</strong>g>in</str<strong>on</strong>g>g agriculture, f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial services <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
public services) employ<str<strong>on</strong>g>in</str<strong>on</strong>g>g a workforce of around 26 milli<strong>on</strong> throughout <str<strong>on</strong>g>Europe</str<strong>on</strong>g>, i.e.<br />
around 7% of all <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an enterprises <str<strong>on</strong>g>and</str<strong>on</strong>g> around <strong>on</strong>e fifth of their workforce.<br />
However, the share of small companies <str<strong>on</strong>g>in</str<strong>on</strong>g> turnover <str<strong>on</strong>g>and</str<strong>on</strong>g> value added is nearly that of<br />
the micro enterprise sector despite the significantly smaller number of pers<strong>on</strong>s<br />
employed.<br />

exceed<str<strong>on</strong>g>in</str<strong>on</strong>g>g 43 milli<strong>on</strong> Euro. 3 SME data at the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an level are available <strong>on</strong>ly <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of the Eurostat’s structural bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess<br />
statistics (SBS) provid<str<strong>on</strong>g>in</str<strong>on</strong>g>g the most updated statistical data <strong>on</strong> certa<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>dicators accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to enterprise size<br />
classes. However, SBS data are not cover<str<strong>on</strong>g>in</str<strong>on</strong>g>g the whole <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess ec<strong>on</strong>omy but <strong>on</strong>ly the so-called<br />
“n<strong>on</strong>-f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess” is <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry (NACE secti<strong>on</strong>s C to E), c<strong>on</strong>structi<strong>on</strong> (NACE secti<strong>on</strong> F) <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
n<strong>on</strong>-f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial services (NACE secti<strong>on</strong>s G to I <str<strong>on</strong>g>and</str<strong>on</strong>g> K). This means that sector such as f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial services or<br />
