Accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Council, lifel<strong>on</strong>g learn<str<strong>on</strong>g>in</str<strong>on</strong>g>g should be regarded as a<br />

fundamental pr<str<strong>on</strong>g>in</str<strong>on</strong>g>ciple underp<str<strong>on</strong>g>in</str<strong>on</strong>g>n<str<strong>on</strong>g>in</str<strong>on</strong>g>g the entire framework, which is designed to cover<br />

learn<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> all c<strong>on</strong>texts - whether formal, n<strong>on</strong>-formal or <str<strong>on</strong>g>in</str<strong>on</strong>g>formal - <str<strong>on</strong>g>and</str<strong>on</strong>g> at all levels:<br />

from early childhood educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> schools through to higher educati<strong>on</strong>, vocati<strong>on</strong>al<br />

educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> adult learn<str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />

Specifically, the framework of acti<strong>on</strong> until 2020 should address the follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g four<br />

strategic objectives:<br />

Mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g lifel<strong>on</strong>g learn<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> mobility a reality;<br />

Improv<str<strong>on</strong>g>in</str<strong>on</strong>g>g the quality <str<strong>on</strong>g>and</str<strong>on</strong>g> efficiency of educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g;<br />

Promot<str<strong>on</strong>g>in</str<strong>on</strong>g>g equality, social cohesi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> active citizenship;<br />

Enhanc<str<strong>on</strong>g>in</str<strong>on</strong>g>g creativity <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>novati<strong>on</strong>, <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g entrepreneurship, at all levels of<br />

educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />

The periodic m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g of progress towards a set objective provides an essential<br />

c<strong>on</strong>tributi<strong>on</strong> towards evidence-based policy mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g. The strategic objectives outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed<br />

above should accord<str<strong>on</strong>g>in</str<strong>on</strong>g>gly be accompanied dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the period 2010 - 2020 by <str<strong>on</strong>g>in</str<strong>on</strong>g>dicators<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> by reference levels for <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an average performance ("<str<strong>on</strong>g>Europe</str<strong>on</strong>g>an benchmarks").<br />

In December 2008, the Commissi<strong>on</strong> also launched the "New skills for new<br />

jobs" 26 <str<strong>on</strong>g>in</str<strong>on</strong>g>itiative <str<strong>on</strong>g>in</str<strong>on</strong>g> order to ensure a better match <str<strong>on</strong>g>between</str<strong>on</strong>g> the skills that workers have<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the jobs that are available. The <str<strong>on</strong>g>in</str<strong>on</strong>g>itiative also will take <str<strong>on</strong>g>in</str<strong>on</strong>g>to account the grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

importance of soft skills, such as problem-solv<str<strong>on</strong>g>in</str<strong>on</strong>g>g, analytical, self-management <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

communicati<strong>on</strong> skills, but also language skills, digital competences <str<strong>on</strong>g>and</str<strong>on</strong>g> the ability to<br />

work <str<strong>on</strong>g>in</str<strong>on</strong>g> a team will become more important, accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to the Commissi<strong>on</strong>. In the<br />

c<strong>on</strong>text of the new <str<strong>on</strong>g>in</str<strong>on</strong>g>itiative the Commissi<strong>on</strong> plans to regularly assess the labour<br />

market's l<strong>on</strong>g-term supply <str<strong>on</strong>g>and</str<strong>on</strong>g> dem<str<strong>on</strong>g>and</str<strong>on</strong>g> until 2020. For this purpose the Commissi<strong>on</strong><br />

has commissi<strong>on</strong>ed a number of sectoral studies us<str<strong>on</strong>g>in</str<strong>on</strong>g>g a comm<strong>on</strong> foresight methodology<br />

to identify emerg<str<strong>on</strong>g>in</str<strong>on</strong>g>g competences <str<strong>on</strong>g>and</str<strong>on</strong>g> changes.<br />

SME specific challenges <str<strong>on</strong>g>and</str<strong>on</strong>g> needs<br />

Aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st the background of <str<strong>on</strong>g>in</str<strong>on</strong>g>tensified competiti<strong>on</strong> from foreign countries <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text<br />

of EU enlargement <str<strong>on</strong>g>and</str<strong>on</strong>g> globalisati<strong>on</strong>, SME actors throughout <str<strong>on</strong>g>Europe</str<strong>on</strong>g> today regard the<br />

need to improve their <str<strong>on</strong>g>in</str<strong>on</strong>g>novati<strong>on</strong> capacity <str<strong>on</strong>g>and</str<strong>on</strong>g> the upgrad<str<strong>on</strong>g>in</str<strong>on</strong>g>g of qualificati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> skills<br />

as a crucial challenge. It is also important that this challenge is faced not <strong>on</strong>ly by larger<br />

<str<strong>on</strong>g>SMEs</str<strong>on</strong>g> but also by micro companies <str<strong>on</strong>g>and</str<strong>on</strong>g> the crafts sector. In particular the capacity of<br />

<str<strong>on</strong>g>SMEs</str<strong>on</strong>g> to <str<strong>on</strong>g>in</str<strong>on</strong>g>novate requires a complex set of skills, networks <str<strong>on</strong>g>and</str<strong>on</strong>g> processes.<br />

Here, it also has been stressed that the strategy of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Europe</str<strong>on</strong>g> to compete at the<br />

price level with low wage countries is no real alternative. Cost competiti<strong>on</strong> is currently<br />

w<strong>on</strong> by emerg<str<strong>on</strong>g>in</str<strong>on</strong>g>g countries, even when tak<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>to account the better productivity of<br />

<str<strong>on</strong>g>Europe</str<strong>on</strong>g>an workers. The soluti<strong>on</strong> is to be more competitive <str<strong>on</strong>g>in</str<strong>on</strong>g> quality <str<strong>on</strong>g>and</str<strong>on</strong>g> technology as<br />
