PREFACE<br />
As <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an enterprises <str<strong>on</strong>g>and</str<strong>on</strong>g> employees are seriously affected by the current f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omic crisis, the search for the best policy-mix to master theses crises <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
turmoil as well as to support ec<strong>on</strong>omic recovery <str<strong>on</strong>g>and</str<strong>on</strong>g> labour market stabilisati<strong>on</strong> is a<br />
jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t <str<strong>on</strong>g>in</str<strong>on</strong>g>terest of <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an social partners. And hav<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> m<str<strong>on</strong>g>in</str<strong>on</strong>g>d the dom<str<strong>on</strong>g>in</str<strong>on</strong>g>ant role small<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> medium sized enterprises play <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Europe</str<strong>on</strong>g>’s ec<strong>on</strong>omy <str<strong>on</strong>g>and</str<strong>on</strong>g> their important<br />
c<strong>on</strong>tributi<strong>on</strong> for employment, it is evident that SME have a crucial role <str<strong>on</strong>g>in</str<strong>on</strong>g> this recovery.<br />
It is a comm<strong>on</strong> view of the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Instituti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> the Social Partners that though<br />
<str<strong>on</strong>g>SMEs</str<strong>on</strong>g> are regarded as a key player <str<strong>on</strong>g>in</str<strong>on</strong>g> job creati<strong>on</strong>, <str<strong>on</strong>g>in</str<strong>on</strong>g>novati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omic as well as<br />
social progress <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Europe</str<strong>on</strong>g> there still are many challenges <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of unlock<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess c<strong>on</strong>stra<str<strong>on</strong>g>in</str<strong>on</strong>g>ts, improv<str<strong>on</strong>g>in</str<strong>on</strong>g>g bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess envir<strong>on</strong>ments, work<str<strong>on</strong>g>in</str<strong>on</strong>g>g methods <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
processes <str<strong>on</strong>g>and</str<strong>on</strong>g>/or work<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> foster<str<strong>on</strong>g>in</str<strong>on</strong>g>g high quality employment <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
micro, small <str<strong>on</strong>g>and</str<strong>on</strong>g> medium sized enterprises. Therefore the EU Commissi<strong>on</strong> has <str<strong>on</strong>g>in</str<strong>on</strong>g>itiated<br />
a number of activities <str<strong>on</strong>g>in</str<strong>on</strong>g> order to support <str<strong>on</strong>g>SMEs</str<strong>on</strong>g>, <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g the adopti<strong>on</strong> of the “Small<br />
Bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess Act” <str<strong>on</strong>g>in</str<strong>on</strong>g> June 2008 <str<strong>on</strong>g>in</str<strong>on</strong>g> order to improve the competitiveness of these<br />
companies.<br />
It is aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st this background that UEAPME <str<strong>on</strong>g>and</str<strong>on</strong>g> the <strong>ETUC</strong> have <str<strong>on</strong>g>in</str<strong>on</strong>g>itiated a jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t project<br />
<strong>on</strong> “<str<strong>on</strong>g>Cooperati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>between</str<strong>on</strong>g> <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>trade</str<strong>on</strong>g> <str<strong>on</strong>g>uni<strong>on</strong>s</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Europe</str<strong>on</strong>g> <strong>on</strong> comm<strong>on</strong> ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
social c<strong>on</strong>cerns”. This jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t project is not the first jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t <str<strong>on</strong>g>in</str<strong>on</strong>g>itiative of the two<br />
organisati<strong>on</strong>s: In recent years, UEAPME <str<strong>on</strong>g>and</str<strong>on</strong>g> the <strong>ETUC</strong> have undertaken a number of<br />
bilateral <str<strong>on</strong>g>and</str<strong>on</strong>g> multilateral activities with the other two <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an employers'<br />
organisati<strong>on</strong>s through jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t work programmes <str<strong>on</strong>g>and</str<strong>on</strong>g> projects thereby document<str<strong>on</strong>g>in</str<strong>on</strong>g>g their<br />
jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t resp<strong>on</strong>sibilities <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g> social change. These <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives<br />
have made the partnership <str<strong>on</strong>g>between</str<strong>on</strong>g> UEAPME <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>ETUC</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>to <strong>on</strong>e of the c<strong>on</strong>stituent<br />
elements of <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Social Dialogue. Three <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives which have been developed by<br />
UEAPME <str<strong>on</strong>g>and</str<strong>on</strong>g> the <strong>ETUC</strong> or where both have been actively <str<strong>on</strong>g>in</str<strong>on</strong>g>volved <str<strong>on</strong>g>in</str<strong>on</strong>g> should be<br />
menti<strong>on</strong>ed <str<strong>on</strong>g>in</str<strong>on</strong>g> particular here:<br />
A jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t declarati<strong>on</strong> <strong>on</strong> recogniti<strong>on</strong> of "Social dialogue as an <str<strong>on</strong>g>in</str<strong>on</strong>g>strument for meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
the ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g> social challenges faced by small enterprises" published 2001.<br />
A jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t project undertaken by the <strong>ETUC</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the UEAPME with a view to<br />
enlargement, focus<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> the social acquis, social dialogue <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> the new<br />
member states <str<strong>on</strong>g>in</str<strong>on</strong>g> Central <str<strong>on</strong>g>and</str<strong>on</strong>g> Eastern <str<strong>on</strong>g>Europe</str<strong>on</strong>g>.<br />
F<str<strong>on</strong>g>in</str<strong>on</strong>g>ally, with<str<strong>on</strong>g>in</str<strong>on</strong>g> the framework of their jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t work programmes, the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an social<br />
partners have also organised a number of sem<str<strong>on</strong>g>in</str<strong>on</strong>g>ars <strong>on</strong> the development capacity of<br />
their respective members <str<strong>on</strong>g>in</str<strong>on</strong>g> the new member states <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong> restructur<str<strong>on</strong>g>in</str<strong>on</strong>g>g. These<br />
jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t experiences, evaluated positively by employers <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>uni<strong>on</strong>s</str<strong>on</strong>g> alike, also<br />
emphasised the <str<strong>on</strong>g>in</str<strong>on</strong>g>terest of debat<str<strong>on</strong>g>in</str<strong>on</strong>g>g the role, comm<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>terests <str<strong>on</strong>g>and</str<strong>on</strong>g> shared<br />
resp<strong>on</strong>sibilities of the social partners, whether <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an or nati<strong>on</strong>al.<br />
Above that, the participati<strong>on</strong> of UEAPME <str<strong>on</strong>g>and</str<strong>on</strong>g> the <strong>ETUC</strong> (al<strong>on</strong>g with the other <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an<br />
social partner organisati<strong>on</strong>s) <str<strong>on</strong>g>in</str<strong>on</strong>g> the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Commissi<strong>on</strong>'s "Restructur<str<strong>on</strong>g>in</str<strong>on</strong>g>g Forum” <strong>on</strong><br />
the theme of "Adaptati<strong>on</strong> of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> to change" <str<strong>on</strong>g>in</str<strong>on</strong>g> November 2007, also c<strong>on</strong>stituted<br />
encouragement for the further development of jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t research <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives <str<strong>on</strong>g>in</str<strong>on</strong>g> thematic
