undeclared work 44 put the <str<strong>on</strong>g>in</str<strong>on</strong>g>formal ec<strong>on</strong>omy at somewhere under 5% of <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an GDP.<br />
It estimated that the level of undeclared work<str<strong>on</strong>g>in</str<strong>on</strong>g>g was particularly high <str<strong>on</strong>g>in</str<strong>on</strong>g> Greece (over<br />
20% of GDP). 45 It was also comm<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> Italy (16%) <str<strong>on</strong>g>and</str<strong>on</strong>g> several accessi<strong>on</strong> countries<br />
(Pol<str<strong>on</strong>g>and</str<strong>on</strong>g>, 14%; Slovakia, 13%-15%; Slovenia, 17%). It was rarest <str<strong>on</strong>g>in</str<strong>on</strong>g> Austria, the<br />
Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g> the UK (all 2% or less).<br />
Major driv<str<strong>on</strong>g>in</str<strong>on</strong>g>g forces for undeclared work accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to the EU Commissi<strong>on</strong> are <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
particular:<br />
the grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g dem<str<strong>on</strong>g>and</str<strong>on</strong>g> for household <str<strong>on</strong>g>and</str<strong>on</strong>g> care services as a result of sociodemographic<br />
changes, possibly <str<strong>on</strong>g>in</str<strong>on</strong>g> comb<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> with work<str<strong>on</strong>g>in</str<strong>on</strong>g>g time reducti<strong>on</strong>;<br />
the trend towards smaller <str<strong>on</strong>g>and</str<strong>on</strong>g> less hierarchical work<str<strong>on</strong>g>in</str<strong>on</strong>g>g relati<strong>on</strong>ships with more<br />
flexible pay systems or time account<str<strong>on</strong>g>in</str<strong>on</strong>g>g;<br />
self-employment (<str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g false self-employment) <str<strong>on</strong>g>and</str<strong>on</strong>g> sub-c<strong>on</strong>tract<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g>, more<br />
generally, flexible c<strong>on</strong>tracts <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>-call work, when they are misused for<br />
n<strong>on</strong>declarati<strong>on</strong> of part of the revenue;<br />
the grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g ease of sett<str<strong>on</strong>g>in</str<strong>on</strong>g>g up cross-border group<str<strong>on</strong>g>in</str<strong>on</strong>g>gs of enterprises, which require<br />
efficient <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al cooperati<strong>on</strong> <str<strong>on</strong>g>between</str<strong>on</strong>g> m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> enforcement bodies<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g>/or systems.<br />
A recent stocktak<str<strong>on</strong>g>in</str<strong>on</strong>g>g by experts of the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Employment Observatory network<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>dicates that undeclared work is still <strong>on</strong> the rise <str<strong>on</strong>g>in</str<strong>on</strong>g> several Member States (see table <strong>on</strong><br />
the follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g page).<br />
Undeclared work obstructs growth-oriented ec<strong>on</strong>omic, budgetary <str<strong>on</strong>g>and</str<strong>on</strong>g> social policies,<br />
runs aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st the pr<str<strong>on</strong>g>in</str<strong>on</strong>g>ciples of flexicurity <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>terferes with immigrati<strong>on</strong> policies. From a<br />
microec<strong>on</strong>omic perspective, undeclared work tends to distort fair competiti<strong>on</strong> am<strong>on</strong>g<br />
firms, pav<str<strong>on</strong>g>in</str<strong>on</strong>g>g the way for social dump<str<strong>on</strong>g>in</str<strong>on</strong>g>g. Moreover, undeclared work tends to be<br />
associated with poor work<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>diti<strong>on</strong>s for <str<strong>on</strong>g>in</str<strong>on</strong>g>dividuals <str<strong>on</strong>g>and</str<strong>on</strong>g> subsequent risks to workers'<br />
health, low prospects for career progress <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>sufficient social protecti<strong>on</strong> coverage. It<br />
also causes productive <str<strong>on</strong>g>in</str<strong>on</strong>g>efficiencies, as <str<strong>on</strong>g>in</str<strong>on</strong>g>formal bus<str<strong>on</strong>g>in</str<strong>on</strong>g>esses typically avoid access to<br />
formal services <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>puts (e.g. credit) <str<strong>on</strong>g>and</str<strong>on</strong>g> prefer to stay small.<br />
The issue of 'undeclared work' therefore has been receiv<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>g attenti<strong>on</strong> as part<br />
of the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an employment strategy, <str<strong>on</strong>g>and</str<strong>on</strong>g> s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce 2003 the EU employment guidel<str<strong>on</strong>g>in</str<strong>on</strong>g>es<br />
have <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded a specific guidel<str<strong>on</strong>g>in</str<strong>on</strong>g>e entitled 'transform undeclared work <str<strong>on</strong>g>in</str<strong>on</strong>g>to regular<br />
employment'. This provides that Member States should develop <str<strong>on</strong>g>and</str<strong>on</strong>g> implement broad<br />
acti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> measures to elim<str<strong>on</strong>g>in</str<strong>on</strong>g>ate undeclared work, which comb<str<strong>on</strong>g>in</str<strong>on</strong>g>e simplificati<strong>on</strong> of the<br />
bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess envir<strong>on</strong>ment, remov<str<strong>on</strong>g>in</str<strong>on</strong>g>g dis<str<strong>on</strong>g>in</str<strong>on</strong>g>centives <str<strong>on</strong>g>and</str<strong>on</strong>g> provid<str<strong>on</strong>g>in</str<strong>on</strong>g>g appropriate <str<strong>on</strong>g>in</str<strong>on</strong>g>centives <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
the tax <str<strong>on</strong>g>and</str<strong>on</strong>g> benefits system, improved law enforcement <str<strong>on</strong>g>and</str<strong>on</strong>g> the applicati<strong>on</strong> of<br />
sancti<strong>on</strong>s. They should undertake the necessary efforts at nati<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> EU level to<br />
measure the extent of the problem <str<strong>on</strong>g>and</str<strong>on</strong>g> progress achieved at nati<strong>on</strong>al level.<br />
