been re-<str<strong>on</strong>g>in</str<strong>on</strong>g>troduced <str<strong>on</strong>g>in</str<strong>on</strong>g> the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an discussi<strong>on</strong> <strong>on</strong> measures <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of the<br />
ec<strong>on</strong>omic recovery plan: the recommendati<strong>on</strong> of the <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an Commissi<strong>on</strong> to the<br />
Council to adopt the proposed directive <strong>on</strong> a permanent reducti<strong>on</strong> of VAT rates for<br />
labour-<str<strong>on</strong>g>in</str<strong>on</strong>g>tensive services. 47<br />
Role of social partners <str<strong>on</strong>g>and</str<strong>on</strong>g> practical experiences<br />
Social partners are play<str<strong>on</strong>g>in</str<strong>on</strong>g>g an important role <str<strong>on</strong>g>in</str<strong>on</strong>g> combat<str<strong>on</strong>g>in</str<strong>on</strong>g>g undeclared work <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
transform<str<strong>on</strong>g>in</str<strong>on</strong>g>g undeclared work <str<strong>on</strong>g>in</str<strong>on</strong>g>to regular work relati<strong>on</strong>ships. Therefore, the EU level<br />
social partners have envisaged a jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t analysis of undeclared work <str<strong>on</strong>g>in</str<strong>on</strong>g> the framework of<br />
their 2006–2008 work programme. 48<br />
Depend<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> the specific nati<strong>on</strong>al legal <str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omic as well as sectoral framework<br />
c<strong>on</strong>diti<strong>on</strong>s social partners have developed <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives <str<strong>on</strong>g>in</str<strong>on</strong>g> all areas listed above <str<strong>on</strong>g>in</str<strong>on</strong>g> order to<br />
combat undeclared work <str<strong>on</strong>g>and</str<strong>on</strong>g> its negative effects <strong>on</strong> work<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
competiti<strong>on</strong>. Some examples:<br />
Together with labour taxati<strong>on</strong>, the adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrative burden, notably for atypical <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
seas<strong>on</strong>al work, appears to be the str<strong>on</strong>gest driver of undeclared work. Therefore, for<br />
example <str<strong>on</strong>g>in</str<strong>on</strong>g> Spa<str<strong>on</strong>g>in</str<strong>on</strong>g>, where regi<strong>on</strong>al comparis<strong>on</strong>s reveal a correlati<strong>on</strong> <str<strong>on</strong>g>between</str<strong>on</strong>g> the<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>cidence of temporary c<strong>on</strong>tracts <str<strong>on</strong>g>and</str<strong>on</strong>g> undeclared work, the Social Partner agreement<br />
c<strong>on</strong>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g> 2005, aim<str<strong>on</strong>g>in</str<strong>on</strong>g>g at reduc<str<strong>on</strong>g>in</str<strong>on</strong>g>g temporary employment, may be regarded as a<br />
promis<str<strong>on</strong>g>in</str<strong>on</strong>g>g step towards the regularisati<strong>on</strong> of undeclared work as well.<br />
There is c<strong>on</strong>siderable scope for sector-specific soluti<strong>on</strong>s to c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> regularise<br />
undeclared work with the <str<strong>on</strong>g>in</str<strong>on</strong>g>volvement of the social partners. Sector specific agreements<br />
of social Partners have been c<strong>on</strong>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g> many countries, notably <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>structi<strong>on</strong><br />
sector, e.g. <str<strong>on</strong>g>in</str<strong>on</strong>g> Germany, F<str<strong>on</strong>g>in</str<strong>on</strong>g>l<str<strong>on</strong>g>and</str<strong>on</strong>g>, Italy, Belgium. As <str<strong>on</strong>g>in</str<strong>on</strong>g> the case of Sweden (see textbox<br />
below) an approach to improve the detecti<strong>on</strong> of undeclared work is the <str<strong>on</strong>g>in</str<strong>on</strong>g>troducti<strong>on</strong> of<br />
identity cards which have also been <str<strong>on</strong>g>in</str<strong>on</strong>g>troduced <str<strong>on</strong>g>in</str<strong>on</strong>g> Italy, Norway or the Czech Republic<br />
for <str<strong>on</strong>g>in</str<strong>on</strong>g>stance.<br />
There are many other <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives tackl<str<strong>on</strong>g>in</str<strong>on</strong>g>g undeclared work or the problems it causes<br />
both form nati<strong>on</strong>al ec<strong>on</strong>omies as well as employees, were social partner are play<str<strong>on</strong>g>in</str<strong>on</strong>g>g a<br />
crucial role:<br />
In Italy, <str<strong>on</strong>g>in</str<strong>on</strong>g> 2007 the M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of Labour, <str<strong>on</strong>g>in</str<strong>on</strong>g> cooperati<strong>on</strong> with the social partners, have<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>troduced a normative system to estimate actual numbers of hours worked ("<str<strong>on</strong>g>in</str<strong>on</strong>g>dici<br />
di c<strong>on</strong>gruità").<br />
In Portugal, the social partners organisati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> 2008 came together to discuss <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
launch jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of tackl<str<strong>on</strong>g>in</str<strong>on</strong>g>g undeclared work.<br />
F<str<strong>on</strong>g>in</str<strong>on</strong>g>ally, social partners also play a key role with regard to <str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>g awareness<br />
am<strong>on</strong>g the public <strong>on</strong> the risks l<str<strong>on</strong>g>in</str<strong>on</strong>g>ked to undeclared work. Several successful<br />
awareness campaigns have been c<strong>on</strong>ducted with active <str<strong>on</strong>g>in</str<strong>on</strong>g>volvement of social<br />
partners, such as the "fair play" campaign <str<strong>on</strong>g>in</str<strong>on</strong>g> Denmark or similar campaigns of social<br />
partners <str<strong>on</strong>g>in</str<strong>on</strong>g> Austria or Germany.<br />
