First Bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess Programme, Pol<str<strong>on</strong>g>and</str<strong>on</strong>g><br />
S<str<strong>on</strong>g>in</str<strong>on</strong>g>ce the turn of the millennium, youth entrepreneurship has moved up the public policy<br />
agenda <str<strong>on</strong>g>in</str<strong>on</strong>g> Pol<str<strong>on</strong>g>and</str<strong>on</strong>g> as it has become evident that the expected 5 percent growth of the nati<strong>on</strong>al<br />
ec<strong>on</strong>omy will be unable to absorb all of the unemployed <str<strong>on</strong>g>and</str<strong>on</strong>g> baby boom cohort <str<strong>on</strong>g>in</str<strong>on</strong>g>to the labour<br />
market. In 2005 the government <str<strong>on</strong>g>in</str<strong>on</strong>g>itiated the ‘First Bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess’ programme as a supplement to<br />
the ‘First Job’ programme. Where ‘First Job’ was designed to boost youth employment, ‘First<br />
Bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess’ focuses <strong>on</strong> nurtur<str<strong>on</strong>g>in</str<strong>on</strong>g>g entrepreneurship <str<strong>on</strong>g>and</str<strong>on</strong>g> self-employment am<strong>on</strong>gst the younger<br />
generati<strong>on</strong>s. The First Bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess Programme aims to promote entrepreneurship am<strong>on</strong>g young<br />
pers<strong>on</strong>s (high school graduates younger than 25 <str<strong>on</strong>g>and</str<strong>on</strong>g> university graduates younger than 27)<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> to help them create <str<strong>on</strong>g>and</str<strong>on</strong>g> run their own bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess or start work<str<strong>on</strong>g>in</str<strong>on</strong>g>g as a self-employed pers<strong>on</strong>.<br />
The programme provides theoretical courses <strong>on</strong> sett<str<strong>on</strong>g>in</str<strong>on</strong>g>g up <str<strong>on</strong>g>and</str<strong>on</strong>g> runn<str<strong>on</strong>g>in</str<strong>on</strong>g>g an enterprise, gives<br />
practical tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> matters related to entrepreneurship, <str<strong>on</strong>g>and</str<strong>on</strong>g> provides loans <str<strong>on</strong>g>and</str<strong>on</strong>g> subsidies from<br />
the Labour Fund (Fundusz Pracy) <str<strong>on</strong>g>and</str<strong>on</strong>g> from the Bank of Domestic Ec<strong>on</strong>omy (Bank<br />
Gospodarstwa Krajowego). The ma<str<strong>on</strong>g>in</str<strong>on</strong>g> focus of the programme is to offer young entrepreneurs<br />
real assistance <str<strong>on</strong>g>in</str<strong>on</strong>g> sett<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>duct<str<strong>on</strong>g>in</str<strong>on</strong>g>g bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess <str<strong>on</strong>g>and</str<strong>on</strong>g> not just to give them f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial aid. No<br />
evaluati<strong>on</strong>s have been c<strong>on</strong>ducted of whether participants <str<strong>on</strong>g>in</str<strong>on</strong>g> this scheme are less likely to<br />
engage <str<strong>on</strong>g>in</str<strong>on</strong>g> undeclared work<str<strong>on</strong>g>in</str<strong>on</strong>g>g practices than those who have not benefited from it.<br />

However, it is important to stress a certa<str<strong>on</strong>g>in</str<strong>on</strong>g> trend <str<strong>on</strong>g>in</str<strong>on</strong>g> many EU member states with<br />
regard to the rise of self-employment <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of structural changes <str<strong>on</strong>g>in</str<strong>on</strong>g> the labour<br />
market: On the <strong>on</strong>e h<str<strong>on</strong>g>and</str<strong>on</strong>g> the number of self-employment is ris<str<strong>on</strong>g>in</str<strong>on</strong>g>g due to the<br />
outsourc<str<strong>on</strong>g>in</str<strong>on</strong>g>g of staff result<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> self-employed pers<strong>on</strong>s with <strong>on</strong>ly <strong>on</strong>e or two c<strong>on</strong>tracts,<br />
very often with the former company. This group <str<strong>on</strong>g>in</str<strong>on</strong>g> many countries (e.g. Germany or<br />
the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s) is referred to as “Selbständige Arbeitnehmer” (“self-employed<br />
workers”) which have to be dist<str<strong>on</strong>g>in</str<strong>on</strong>g>guished from other types of <strong>on</strong>e-pers<strong>on</strong> entrepreneurs<br />
such as freelancers, high skilled professi<strong>on</strong>als <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>e-pers<strong>on</strong> bus<str<strong>on</strong>g>in</str<strong>on</strong>g>esses <str<strong>on</strong>g>in</str<strong>on</strong>g> crafts or<br />
retail. While employer organisati<strong>on</strong>s traditi<strong>on</strong>ally are organis<str<strong>on</strong>g>in</str<strong>on</strong>g>g the latter group, the<br />
orientati<strong>on</strong> towards the former group is rather unclear s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce they occupy a positi<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
<str<strong>on</strong>g>between</str<strong>on</strong>g> dependent employees <str<strong>on</strong>g>and</str<strong>on</strong>g> self-employed.
