vacancies <str<strong>on</strong>g>and</str<strong>on</strong>g> help<str<strong>on</strong>g>in</str<strong>on</strong>g>g people return to the labour market. This objective clearly has a<br />

local <str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al dimensi<strong>on</strong>. This territorial dimensi<strong>on</strong> also characterises the objectives<br />

def<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of the recent “New Skills for New Jobs” <str<strong>on</strong>g>in</str<strong>on</strong>g>itiative of the EU<br />

Commissi<strong>on</strong>, namely the aim to make sure that <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an labour markets anticipate<br />

future needs, to improve the l<strong>on</strong>g-term job prospects <strong>on</strong> the workforce <str<strong>on</strong>g>and</str<strong>on</strong>g> to exploit<br />

opportunities for growth <str<strong>on</strong>g>and</str<strong>on</strong>g> jobs.<br />

Not <strong>on</strong>ly crisis management, preventi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> anticipati<strong>on</strong> have a str<strong>on</strong>g territorial<br />

dimensi<strong>on</strong>s: Also c<strong>on</strong>crete needs <str<strong>on</strong>g>in</str<strong>on</strong>g> the field of tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> skills development aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st<br />

the background of globalisati<strong>on</strong>, market developments <str<strong>on</strong>g>and</str<strong>on</strong>g> technological change as well<br />

as issues such as the effects of demographic change <strong>on</strong> bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess transfers or<br />

entrepreneurship development seems to be best m<strong>on</strong>itored <str<strong>on</strong>g>and</str<strong>on</strong>g> anticipated at the local<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al level. The <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> <strong>on</strong> good <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>novative practices <str<strong>on</strong>g>in</str<strong>on</strong>g> this c<strong>on</strong>text is<br />

characterised to a large extent by a str<strong>on</strong>g <str<strong>on</strong>g>in</str<strong>on</strong>g>volvement of social partners' <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> pro-active approaches by local <str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al public authorities.<br />

Also a clear message deriv<str<strong>on</strong>g>in</str<strong>on</strong>g>g from the background study <str<strong>on</strong>g>in</str<strong>on</strong>g> the c<strong>on</strong>text of the EU<br />

Commissi<strong>on</strong>s’ SME Restructur<str<strong>on</strong>g>in</str<strong>on</strong>g>g Forum <str<strong>on</strong>g>in</str<strong>on</strong>g> 2007 was that those <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> who are actively<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>volved <str<strong>on</strong>g>in</str<strong>on</strong>g> cooperati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> network<str<strong>on</strong>g>in</str<strong>on</strong>g>g (with large companies as well as other <str<strong>on</strong>g>SMEs</str<strong>on</strong>g><br />

but also with public <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s, R&D bodies, social partner organisati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

professi<strong>on</strong>al organisati<strong>on</strong>s) are perform<str<strong>on</strong>g>in</str<strong>on</strong>g>g better than others. 16<br />

In particular, the specific features <str<strong>on</strong>g>and</str<strong>on</strong>g> development c<strong>on</strong>diti<strong>on</strong>s of micro <str<strong>on</strong>g>and</str<strong>on</strong>g> small<br />

companies might be addressed more efficiently, accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to most people <str<strong>on</strong>g>in</str<strong>on</strong>g>terviewed,<br />

if small companies created networks, cha<str<strong>on</strong>g>in</str<strong>on</strong>g>s or districts focus<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> strategic objectives.<br />

By creat<str<strong>on</strong>g>in</str<strong>on</strong>g>g a network, the <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> acquire more barga<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g power towards third bodies<br />

(i.e. banks, suppliers, clients, f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial bodies etc) <str<strong>on</strong>g>and</str<strong>on</strong>g> can afford more c<strong>on</strong>sistent<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>vestments <str<strong>on</strong>g>in</str<strong>on</strong>g> research, tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g, <str<strong>on</strong>g>in</str<strong>on</strong>g>novati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> technology, develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

competitiveness <str<strong>on</strong>g>and</str<strong>on</strong>g> bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess skills.<br />

Susta<str<strong>on</strong>g>in</str<strong>on</strong>g>able development <str<strong>on</strong>g>and</str<strong>on</strong>g> employment growth <str<strong>on</strong>g>in</str<strong>on</strong>g> a regi<strong>on</strong> are str<strong>on</strong>gly correlated<br />

with the development of entrepreneurship <str<strong>on</strong>g>and</str<strong>on</strong>g> of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g>. Am<strong>on</strong>g the ma<str<strong>on</strong>g>in</str<strong>on</strong>g> factors that<br />

reduce the likelihood of the creati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> growth of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> are the lack of or difficult<br />

access to f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial resources, an <str<strong>on</strong>g>in</str<strong>on</strong>g>adequate regulatory framework, an <str<strong>on</strong>g>in</str<strong>on</strong>g>efficient<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al envir<strong>on</strong>ment <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>sufficient <str<strong>on</strong>g>in</str<strong>on</strong>g>vestment <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>novati<strong>on</strong>, poor <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructures.<br />

As a c<strong>on</strong>sequence, restructur<str<strong>on</strong>g>in</str<strong>on</strong>g>g can also be seen as the opportunity for regi<strong>on</strong>s to<br />

reshape their policy <str<strong>on</strong>g>in</str<strong>on</strong>g> these fields <str<strong>on</strong>g>and</str<strong>on</strong>g> to overcome traditi<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>efficient policy<br />

strategies.<br />

Mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g a Change a Chance <str<strong>on</strong>g>in</str<strong>on</strong>g> the Tampere Regi<strong>on</strong> of F<str<strong>on</strong>g>in</str<strong>on</strong>g>l<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

This project focus <strong>on</strong> develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g the read<str<strong>on</strong>g>in</str<strong>on</strong>g>ess <str<strong>on</strong>g>and</str<strong>on</strong>g> flexibility of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> to resp<strong>on</strong>d to changes <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

the regi<strong>on</strong>al ec<strong>on</strong>omy of the Tampere Regi<strong>on</strong> through <str<strong>on</strong>g>in</str<strong>on</strong>g>novative <str<strong>on</strong>g>and</str<strong>on</strong>g> comprehensive<br />

approaches. Three sub projects “Learn, Adapt <str<strong>on</strong>g>and</str<strong>on</strong>g> Renew”, “Work Capability” <str<strong>on</strong>g>and</str<strong>on</strong>g> “C<strong>on</strong>tact”<br />

have been designed to give an all-embrac<str<strong>on</strong>g>in</str<strong>on</strong>g>g service to <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> fac<str<strong>on</strong>g>in</str<strong>on</strong>g>g structural change. They<br />

aim to improve the adaptability of firms by rais<str<strong>on</strong>g>in</str<strong>on</strong>g>g the skills <str<strong>on</strong>g>and</str<strong>on</strong>g> “read<str<strong>on</strong>g>in</str<strong>on</strong>g>ess for change” of their<br />

most vulnerable workers. 17<br />
