This method performs the main processing of the sensor values which will result<br />

in a new actuator value. It generates an indicator set for the sensor values,<br />

determines the closest (most similar) past indicator set with a higher<br />

performance indicator (CommittedMoveRate) using a state cluster space and<br />

then adds the current indicator set to the state cluster space.<br />
