Co-operation Programme<br />

Programme overview<br />

The North-South Local Government Programme is coordinated and administered<br />

by the Association of Finnish Local and Regional Authorities, the AFLRA (Suomen<br />

Kuntaliitto in Finnish) and funded by the Ministry for Foreign Affairs of Finland. An<br />

initiative of the Association, the programme was launched in 2002.<br />

The overall objective of the Programme is to strengthen the capacities of local government<br />

to provide basic public services and to promote good governance and local<br />

democracy, all by taking into consideration the principles of sustainable development.<br />

The aim is also to raise awareness of development issues, tolerance and development<br />

education.<br />

The Programme supports co-operation between Finnish local governments and<br />

local governments in Southern countries (OECD/DAC list). The geographical focus<br />

in 2008-2010 is Africa. The Programme also carries out research and organises training<br />

on local government issues and the decentralization process taking place in African<br />

countries. This study is part of the North-South Local Government Co-operation Programme’s<br />

publications.<br />
