6.6 The Local Government of Tshwane<br />

Tshwane is the capital city of South Africa and the seat of government administration.<br />
Established in 1855, the city has grown into a metropolis that encapsulates our rainbow<br />
nation where people of all races, colours and creeds live and work alongside each<br />
other. Tshwane resembles Africa with a touch of Europe and a pinch of oriental spice 76 .<br />
The City of Tshwane Metropolitan Municipality (CTMM) is a result of 13 former<br />
local authorities in the greater Pretoria metropolitan area being integrated into one<br />
unicity. The borders of this huge municipal area extend for almost 60 kilometres<br />
east/west and 70 kilometres north/south and include the following areas: Centurion,<br />
Crocodile River, Pretoria, Akasia, Soshanguve, Ga-Rankuwa, Mabopane, Winterveldt,<br />
Temba, Hammanskraal, Mamelodi and Atteridgeville. The municipal area has 76 municipal<br />
wards. It has a population of 2,2 million 77 .<br />
The Executive Mayor and the Mayoral Committee have a political responsibility<br />
for sound governance and effective service delivery, promotion of economic growth<br />
and development, management of the city’s physical development, promotion of the<br />
well-being of the community at large, safety and security, preservation of the city’s<br />
natural and cultural resources and the strengthening of the city’s national status as a<br />
capital.<br />
The Executive Mayor and the Mayoral Committee have established the administrative<br />
arm of the Municipality to implement broad political and strategic objectives. The<br />
Municipal Manager, assisted by the Chief Operating Offi cer, heads up the administration<br />
of the Municipality. The Municipality`s administration has been arranged into<br />
ten departments, each headed by a strategic executive offi cer. The departments are<br />
Metropolitan Police, Economic Development, Marketing and Tourism, Social Development,<br />
Corporate Services, Emergency Management Services, Service Delivery, Legal<br />
Services, Finance, and City Planning, Housing and Environmental Management 78 .<br />
Another South African Municipality that cooperates with a municipality in Finland<br />
is the moses Kotane Municicpality. The municipality is profi led below.<br />
6.7 Moses Kotane Local Government<br />

Kotane Local Municipality is one of the fi ve local municipalities constituting the<br />
Bojanala Platinum District Municipality. The municipality was named after the late<br />
Moses Mauane Kotane, a dedicated leader and fi ghter for democracy and freedom in<br />
South Africa. Moses The l Municipality is a category B municipality 79 .<br />
The Municipality is mostly rural, comprising of 109 villages and two small townships<br />
of Mogwase and Madikwe. It has 30 wards. Political affairs are managed by a<br />
joint Executive committee headed by the Mayor with 60 councillors.<br />
The Moses Kotane Local Municipality Executive Committee is made up of councillors<br />
with specifi c portfolios which match the departments within the municipal administration.<br />
The executive committee is headed by the mayor and together, they oversee<br />
the work of the municipal manager and department heads. The executive proposes<br />
policy and presents budget proposals to the whole council. The executive is accountable<br />
to the council and has to get approval from the council.<br />
The Moses Kotane Local Municipality Council consists of 60 councillors - including<br />
the Mayor, the Speaker, and the Chief Whip.<br />
