Defining and Measuring <strong>SGR</strong><br />
whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept of state of good repair should be<br />
based entirely <strong>on</strong> asset physical c<strong>on</strong>diti<strong>on</strong><br />
c<strong>on</strong>siderati<strong>on</strong>s (for existing assets) or <str<strong>on</strong>g>the</str<strong>on</strong>g> extent to<br />
which <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept should also include c<strong>on</strong>siderati<strong>on</strong><br />
of overall system performance. Phrased differently, is<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> objective of <strong>SGR</strong> to ensure effective rehabilitati<strong>on</strong><br />
and replacement of existing assets, or is it to<br />
maintain a “state of good performance”?<br />
r OBSERVATIONS FROM <strong>SGR</strong><br />
WORKSHOP<br />
Most of <str<strong>on</strong>g>the</str<strong>on</strong>g> participating agencies have already<br />
established an internal definiti<strong>on</strong> of <strong>SGR</strong>. With minor<br />
variati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g>se agencies typically defined <strong>SGR</strong> as a<br />
state where all assets are functi<strong>on</strong>ing normally<br />
(reliably) and within <str<strong>on</strong>g>the</str<strong>on</strong>g>ir useful life. The group<br />
discussed <str<strong>on</strong>g>the</str<strong>on</strong>g> advantages and disadvantages to<br />
measuring <strong>SGR</strong> using c<strong>on</strong>diti<strong>on</strong>, age, or<br />
performance, and generally agreed that c<strong>on</strong>diti<strong>on</strong><br />
was best, age was sec<strong>on</strong>d-best, and performance<br />
should probably not be used. The measurement may<br />
depend <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> financial c<strong>on</strong>text or intended audience:<br />
C<strong>on</strong>diti<strong>on</strong> is <str<strong>on</strong>g>the</str<strong>on</strong>g> ideal measure of <strong>SGR</strong>, as it<br />
incorporates <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>-site evaluati<strong>on</strong>s of trained<br />
engineering experts. On-site c<strong>on</strong>diti<strong>on</strong> assessments<br />
also take into account <str<strong>on</strong>g>the</str<strong>on</strong>g> current performance and<br />
expected future remaining life based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> specific<br />
envir<strong>on</strong>ment within which an individual asset is<br />
operating (i.e., <str<strong>on</strong>g>the</str<strong>on</strong>g> characteristics of which can<br />
significantly impact asset life expectancy).<br />
Age (Useful Life) is a “sec<strong>on</strong>d-best” measure of<br />
c<strong>on</strong>diti<strong>on</strong> as it does not incorporate o<str<strong>on</strong>g>the</str<strong>on</strong>g>r (n<strong>on</strong>-age)<br />
factors that can drive asset deteriorati<strong>on</strong> (e.g.,<br />
utilizati<strong>on</strong>, maintenance history and operating<br />
envir<strong>on</strong>ment). The use of age as a measure of<br />
c<strong>on</strong>diti<strong>on</strong> makes <str<strong>on</strong>g>the</str<strong>on</strong>g> implied assumpti<strong>on</strong> that a<br />
(single) industry standard useful life is correct and<br />
appropriate for all situati<strong>on</strong>s. On <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r hand, age<br />

data are more easily collected than c<strong>on</strong>diti<strong>on</strong> data<br />
and hence age makes an easy proxy for use in l<strong>on</strong>gterm<br />
planning exercises.<br />
Performance-Based measures of <strong>SGR</strong> – such as<br />
mean times between failures – provide valuable<br />
informati<strong>on</strong> but in reality are <strong>on</strong>ly indirect measures of<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> underlying state of repair or asset c<strong>on</strong>diti<strong>on</strong>s.<br />
Although <str<strong>on</strong>g>the</str<strong>on</strong>g> group did not reach c<strong>on</strong>sensus <strong>on</strong><br />
whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r obsolescence should be included in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
definiti<strong>on</strong> of <strong>SGR</strong>, participants agreed that <str<strong>on</strong>g>the</str<strong>on</strong>g> cost of<br />
upgrading assets to modern standards should be<br />
included in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir replacement cost.<br />
r ISSUES REMAINING<br />
Following are additi<strong>on</strong>al questi<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> industry to<br />
address with respect to <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong> and<br />
measurement of <str<strong>on</strong>g>the</str<strong>on</strong>g> state of good repair:<br />
n Should <str<strong>on</strong>g>the</str<strong>on</strong>g> industry develop a comm<strong>on</strong> definiti<strong>on</strong><br />
of “state of good repair”?<br />
n Are agencies developing clear life expectancy<br />
targets for all major transit asset types (e.g.,<br />
trackwork, structures, stati<strong>on</strong>s, bus and rail<br />
vehicles, systems and facilities)?<br />
n Are <str<strong>on</strong>g>the</str<strong>on</strong>g>re specific measures of <strong>SGR</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> industry<br />
should adopt?<br />
n What specific measures are in use by U.S.<br />
agencies? Are <str<strong>on</strong>g>the</str<strong>on</strong>g>y age, value or c<strong>on</strong>diti<strong>on</strong><br />
based?<br />
n Are agencies c<strong>on</strong>ducting asset c<strong>on</strong>diti<strong>on</strong><br />
assessments? When c<strong>on</strong>ducted, are <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />
assessments periodic or regularly scheduled<br />
events?<br />
n Would <str<strong>on</strong>g>the</str<strong>on</strong>g> transit industry benefit from<br />
development of a standardized set of useful life<br />
values for major transit asset types?
