Plans for Avalon Mews revised
By E. LISA MOSES
Development plans for
Avalon Mews have changed
dramatically as a result of
revisions to Ontario's
"Convert to Rent" programme
that subsidizes conversion
of selected commercial properties
into residential
rentals.
Original plans for the
Mews, owned by Avalon Mews
Limited, included converting
the former Co-op Garage on
Second Avenue and Bank
Street into 38 much-needed
residential units. Revised
plans now call for renovation
of the existing ground
floor units along that section
of Bank Street for cominercial
use only.
After researching the developer's
proposal to convert
the Co-op Garage into
rental units, the province
apparently gave him verbal
assurances that the project
could proceed on the basis
of plans submitted, and expressed
enthusiasm about
this particular "Convert
to Rent" project, which
would have been the first of
its kind in Ottawa.
Delay
After the provincial election,
however, the developer
was informed that the
province was no longer certain
it had the funding to
continue supporting "Convert
to Rent", and that interested
developers were now re-
quired to submit permits
along with plans before consideration
would be given to
such proposals. At the same
time, the City notified
Avalon Mews Limited that it
would have to provide two
additional parking spaces to
comply with bylaws before a
permit would be issued.
Records show that the developer
supplied City Hall
and the province with all
the information they required
well in advance of deadlines.
According to sources
the "buck-passing" between
city and provincial governments,
before making the
necessary decisions, served
to delay a reply to the developer
until "the rules
had changed in midstream."
Sources report that the
developer has, therefore,
opted not to "begin at the
beginning" of this lengthy
and expensive process again,
since no assurances appear
to be forthcoming, and to
restrict his activities to
renovation of existing units.
At a Glebe Community Association
meeting on May 28,
representatives from Avalon
Mews Limited asked the GCA
to make recommendations for
developing the remainder of
the property under the new
conditions, and to submit a
proposal to them within
four to six weeks. This is
the first time in Glebe
history that a major developer
has formally requested
input from the community.
