Further concerns for nearby residents
frorn p. 1
brief posed questions about
sewage, drainage, safety of
access, blockage of sunlight
and heritage devaluation.
The area's combined sewer
system, which accommodates
sewage and surface run-off
has been inadequate for
years. Surface run-off from
the hilltop site will be
greatly increased once much
of its porous ground is covered
by housing and asphalt
drives. Expert opinion is
that the current system cannot
accommodate this or the
daily sewage from seventeen
new households.
Access to the site from
the Queen Elizabeth Driveway
occurs near a traffic turning
point on the hill where
visibility is limited. Proposed
access to the garages
for the four south-eastern
freehold units facing the
Driveway.would involve a
fairly steep grade and require
the removal of a wooded
area on NCC property.
The blockage of sunlight
to the homes immediately to
the north and east of the
site is another problem. Two
Broadway residents have submitted
their own briefs estimating
a loss of winter sun
on their properties for
about five months each year
should the proposed units,
rising over forty feet in
height, be installed on the
hilltop directly south of
and above their property.
They are also concerned
about construction undermining
the hillside which con-
tinues above their property
lines.
Of potential concern to
the region, as well as to
the residents, is the devaluation
of the site as a heritage
landmark in Ottawa.
No definite commitments have
been made by the developer
to preserve the heritage
qualities of the house.
Visitors to the regally
refurbished on-site trailer,
which is now Melgro's sales
office for the Highpoint devclopment,
will hear nothing
of the area's concerns.
Construction is promised to
begin in October and be completed
by spring.
Glossy brochures state
plans to install three units
in the Whyte house, a departure
from plans filed
with the city which specify
two. This would create
eighteen units on the site
when present zoning allows
for a maximum of seventeen.
Recent plans to install a
visitor parking lot in another
conditionally acquired
property next door at the
eastern base of the hill are
being described by sales
staff. This news raises
further concerns for nearby
residents and will no doubt
require further examination
by the city.
Meeting
On June 12 (after this
paper has gone to press) a
Design Committee Meeting
will deal with the developmentes
design proposals.
City Planner Ann Ernesaks
does not expect the Planning
Committe to meet on the development
before June 25.
City awaiting response from community
from p. 1
"Poor little Jeff Sugarman,"
he said. "He's been crying
to the newspapers and the
TV about his seniority in
the area and the raw deal
he's been getting. My dog's
got more seniority than he
has. I've been here longer
than him or Kamal and I make
a lot less money than either
of them and no one's been
asking my opinion."
He says he and other residents
feel that if Kamal gets
the go-ahead to rezone it
will set a precedent that
could threaten other properties
in the area.
He shares a driveway with
105-107 Third Avenue and he
feels that the residential
value of his property will
be seriously undermined by a
commercial access running
along side of it.
While he and other residents
have written letters
and made phone calls of protest
he says they have not
organized in any way.
In the meantime he says he
wants out. "Kamal would be
willing to buy me out, he
says, but for less than half
the price it would cost me
to relocate in the Glebe."
Connnnents?
When asked for his comment,
Aldermln Howard Smith said,
"Maybe the city should have
closed the store in the be-
ginning. As it stands now,
I'm hoping for a settlement
that will please the most
people and I'm open to comments
from residents."
