strategies to address these needs, such as integrated health promotion <strong>and</strong> disease management.<br />

Those activities that encourage development of strong <strong>and</strong> visionary leaders <strong>and</strong> managers who<br />

are able to advocate for health issues <strong>and</strong> health promoting strategies to be a priority in the<br />

organisational <strong>and</strong> local agenda.<br />

This division of the Department of Human Services is responsible for the full range of health <strong>and</strong><br />

aged care services in metropolitan Melbourne. It also has statewide <strong>policy</strong> <strong>and</strong> program<br />

responsibility for acute, sub-acute, ambulance <strong>and</strong> mental health services.<br />

Metropolitan <strong>Health</strong> Strategy<br />

The MPHP is a strategic plan prepared by local councils that integrates with the corporate plan<br />

of the council <strong>and</strong> with those community partners with an interest in local public health. The MPHP<br />

sets the broad mission, goals <strong>and</strong> priorities to promote municipal health <strong>and</strong> wellbeing <strong>and</strong> these, in<br />

turn, are intended to inform the operational processes of council <strong>and</strong> local organisations.<br />

Neighbourhood Renewal is the major State Government initiative aimed at tackling socioeconomic<br />

disadvantage in Victoria. Locations have been selected because of their relative disadvantage<br />

compared to other parts of Victoria <strong>and</strong> are generally where there are concentrations of<br />

public housing.<br />

Nursing services are provided by a suitably qualified person who is involved in the provision of<br />

clinical care, support <strong>and</strong> referrals to individuals <strong>and</strong>/or their carers <strong>and</strong> groups regarding a variety<br />

of medical, social <strong>and</strong> environmental issues.<br />

The assessment <strong>and</strong> treatment of persons with a temporary or permanent physical disability,<br />

including population/public health approaches to targeted population groups––all performed by a<br />

suitably qualified person.<br />

A collection of people who, on behalf of an identifiable entity (such as a business, social<br />

community, government or education body) receive a service from a provider/s (includes<br />

secondary consultation).<br />

Strengthening organisational support for health promotion within provider agencies.<br />

It includes:<br />

• policies <strong>and</strong> strategic plans<br />

• organisational management structures<br />

• management support <strong>and</strong> commitment<br />

• recognition <strong>and</strong> reward systems<br />

• information systems––monitoring <strong>and</strong> evaluation<br />

• information resources<br />

• quality improvement systems<br />

• informal organisational culture.
