Within the population health framework, the plan identifies a<br />

number of key areas for action:<br />

• promoting oral health across the population<br />

• children <strong>and</strong> adolescents<br />

• older people<br />

• low income <strong>and</strong> social disadvantage<br />

• people with special needs<br />

• aboriginal <strong>and</strong> Torres Strait Isl<strong>and</strong>er peoples<br />

• workforce development.<br />

Improving mental health outcomes for<br />

Victorians: the next wave of reform<br />

In February 2006, the Council of Australian Governments<br />

(COAG) identified mental health as an issue of national<br />

significance. Mental health reform is being pursued in<br />

parallel with the broader National Reform Agenda (NRA), the<br />

overall aims of which are to improve workforce participation<br />

<strong>and</strong> productivity.<br />

The Victorian Government engaged the Boston Consulting<br />

Group (BCG) to develop a long-term vision <strong>and</strong> layout a way<br />

forward for mental health care reform in Victoria. It was also<br />

asked to recommend some short- to medium-term initiatives<br />

for both Commonwealth <strong>and</strong> state governments to improve<br />

service delivery to consumers.<br />

The findings <strong>and</strong> recommendations from BCG are<br />

summarised in the report––Improving mental health<br />

outcomes in Victoria: the next wave of reform (Department of<br />

Premier <strong>and</strong> Cabinet, 2006).<br />
