ANATOMY OF A PROJECT | ESCONDIDA NORTE AND E3 The US$194.5-million Escondida Norte and E3 copper-mine project in Chile’s Atacama Desert is an excellent example of a quality project from the standpoint of safety, design, equipment procurement, and project and construction management. Escondida is the largest copper mine in the world, producing eight percent of the world’s output of copper. The Escondida Norte and E3 project teams were made up of professionals from the client, BHP Billiton, and from the Hatch offices in Santiago and Antofagasta. The objective was to supplement the existing Escondida facilities with a new primary crusher station, overland and distribution conveyors and surge and distribution silos. The new Materials Handling System is designed to deliver a maximum of 8,800 tonnes per hour to the existing Escondida process facilities. The ramp up to optimum production (both design yields and tonnages) was achieved within one month of startup. Besides the principal facilities there were ancillaries that had to be designed and constructed, including an electrical substation, expansion of the heavy-equipment workshop, a wash bay, a bischofita plant, roads and offices. The E3 conveyor project included the construction of two new parallel 1.2-kmlong conveyors, the extension of existing conveyors and two 10-day long tie-ins. Design yields were achieved. Of the purchase orders that had to be executed to ensure a successful project, 92 percent were placed locally. Only 11 pieces of equipment had to be sourced from outside the country. Cost control, the process of gathering, analyzing, forecasting, reporting and managing the costs was undertaken in the site and Santiago offices. iPAS, Hatch’s integrated project administration system, was the primary tool supporting the cost-control function. More than 80,000 hours of safety training were spent at the site, in keeping with BHP Billiton’s Safety Management Standards and audit processes, and Hatch’s Safety Policies.
