AUGUST 1775 1229<br />

[Philadelphia] 24 [August, 1775.1 Called by the way at the C<strong>of</strong>fee House,<br />

advice being brought that the man-<strong>of</strong>-war below had seized Captain Mifflin's<br />

snow, from-,* detained her, and had confined both captain and mate. He<br />

seemed to be insolent, his mild behavior so much before applauded, was now<br />

all absorbed in ill-will and rancor; he expressed himself in conversation, it's<br />

said, respecting our Committee <strong>of</strong> Safety far from politeness, but in low, obscene<br />

language, and closed it with this speech as a specimen, "That he did not value all<br />

their gondolas or Committee <strong>of</strong> Safety a -;" so much to show the mild, complaisant<br />

gentlemen !<br />

[Richmond] Thursday, August 24,1775. .<br />

An Ordinance appointing a Committee <strong>of</strong> Safety, for the more effectual<br />

carrying into execution the several rules and regulations established by this<br />

Convention for the protection <strong>of</strong> this colony, having been fairly transcribed,<br />

was read the third time, and the blanks therein filled up.<br />

Resolved, that the said Ordinance do pass.<br />

And in order to obtain the most authentick intelligence in all matters <strong>of</strong><br />

importance, and to avoid false alarms, Be it further ordained, That the Committee<br />

<strong>of</strong> Safety shall keep up a correspondence with Committees <strong>of</strong> the several<br />

Counties and Corporations, the commanding <strong>of</strong>ficers, as well <strong>of</strong> the regulars<br />

as the minute men, and shall have full power to appoint a sufficient number <strong>of</strong><br />

look-outs and advice boats, at proper stations, and to engage necessary expresses,<br />

in different parts <strong>of</strong> the Country, to be in constant readiness to set out on the<br />

shortest notice, and shall issue their warrants, from time to time, to the treasurer,<br />

for paying the same.<br />

PORTSMOUTH COMMITTEE OF SAFETY TO MATTHEW THORNTON, PRESIDENT<br />

THE NEW HAMPSHIRE PROVINCIAL CONGRESS<br />

Sir - Portsmouth Aug 25 1775<br />

We beg leave to inform the Honble Provincial Congress that yesterday<br />

his Majesty's Ships Scarborough & Canso [Canceaux] sailed from this Harbour<br />

'tis said for Boston with Governor [John] Wentworth & His Family on board<br />

& that we doubt not the Honble Congress will in their Wisdom pay due attention<br />

to the request <strong>of</strong> this Committee signified to them yesterday by Mr. Morrison.<br />

We inclose a Vote <strong>of</strong> this Committee relative to Shipping <strong>of</strong>f fish & Mr<br />

Champney who carries this will inform the Honble Congress fully as to that<br />

Matter -<br />
