7 Organisational arrangements<br />

7.1 Proposed functional structure of the <strong>Pongola</strong>-<strong>Umzimkulu</strong>CMA<br />

The <strong>Pongola</strong>-<strong>Umzimkulu</strong>CMA functional structure must, in addition to providing for<br />

implementation of the initial functions, provide a systematic response to the water resource<br />

management challenges within the CMA. A possible high level functional organisation of the<br />

<strong>Pongola</strong>-<strong>Umzimkulu</strong>CMA consists of functional areas captured in the diagram below and<br />

briefly described in the subsequent sections. It is noted that due to the size and complexity<br />

of the CMA, it is envisaged that the three offices will be located across the CMA, with the<br />

largest being in the southern part of the CMA. Besides its water resource management<br />

functions, it will also house the technical and corporate services department within the<br />

office. The structure is indicated in Figure 8.<br />

7.1.1 Water resource management<br />

The water resource management functional area is responsible for coordinating and<br />

managing all water resource related functions including water quality management, water<br />

use management and related responsibilities such as water resource protection and<br />

regulation, and water allocation reform. It is envisaged that this function operates in each of<br />

the three offices.<br />

A summary list of activities per sub-function are presented below.<br />

• Water Use <strong>Management</strong> and Regulation: The water use management and regulation<br />

programme includes activities such as licensing, registration of water users, and ensuring<br />
