1 Introduction<br />
The report is structured as follows:<br />
• Section 2 provides a description of the new water management area and the key<br />
water resource management challenges in the WMA;<br />
• Section 3 deals with the strategic motivation for the establishment of CMAs, while<br />
section 4 deals with the appropriate corporate form for CMAs;<br />
• Section 5 deals with the legal process to be followed to achieve the necessary<br />
changes;<br />
• Section 6 deals with the functions to be performed by the CMA while section 7<br />
addresses the organisational requirements to perform these functions;<br />
• Section 7 and 8 deals with the organisational structure for the CMA<br />
• Section 9 deals with the financial issues of viability and cost comparison;<br />
• Section 10 deals with institutional and governance issues;<br />
• Section 11 deals with risk and<br />
• Section 12 deals with implementation considerations and actions.<br />
2 Description of the <strong>Pongola</strong>-UmzimzuluWater<br />
<strong>Management</strong> Area<br />
2.1 Location<br />
The <strong>Pongola</strong>-<strong>Umzimkulu</strong>WMA is located in Kwa-Zulu Natal and is one of the larger WMAs, as<br />
it is the result of the amalgamation of the Thukela, Mvoti-Mzimkulul and Mhlatze-half of the<br />
Usutu as indicated in Figure 1. The amalgamated WMA – <strong>Pongola</strong>-<strong>Umzimkulu</strong> is indicated in<br />
Figure 2 and is bounded by the Indian Ocean to the east, Mozambique, Swaziland and the<br />
Inkomati-UsuthuWMA to the north, Lesotho and the Vaal WMA to the west and the<br />
Mzimvubu-TsitsikammaWMA to the south.<br />
