drafting <strong>of</strong> subordinate legislation; and<br />

the senior <strong>of</strong>ficer or <strong>of</strong>ficers to have overall responsibility <strong>for</strong> such<br />

legislation; and<br />

to in<strong>for</strong>m the Chief Legislative Drafter <strong>of</strong> the name, grade and experience<br />

<strong>of</strong> each such person.<br />

3.4 The Guidance <strong>Notes</strong> on Drafting <strong>of</strong> Secondary Legislation produced by<br />

the Legislative Drafting Division <strong>of</strong> the Attorney General’s Chambers<br />

provides detailed guidance as to the drafting <strong>of</strong> a Statutory Document.<br />

be <strong>of</strong> importance, and due regard must be given to presentation and to<br />

standardisation.<br />

Other <strong>for</strong>mal documents to be issued as Government Circulars<br />

3.5 Formal documents, other than subordinate legislation, should be issued as<br />

Government Circulars.<br />

Such documents will include appointments to public bodies, proclamations, nonstatutory<br />

schemes, planning circulars, practice notes and extra-statutory<br />

concessions. The contents <strong>of</strong> a Government Circular may or may not require<br />

Tynwald approval.<br />

There is no requirement <strong>for</strong> Government Circulars to be filed in the General<br />

Registry, but when documents are neither laid be<strong>for</strong>e Tynwald nor require<br />

Tynwald approval, a copy, in pdf <strong>for</strong>mat, <strong>of</strong> the final document should be emailed<br />

to documents@tynwald.org.im.<br />

3.6 Government Circulars are <strong>for</strong>mal Government documents, and good presentation<br />

is important. Crested paper and a good quality printer should be used.<br />

However, Government Circulars are NOT a <strong>for</strong>m <strong>of</strong> legislation. It is not<br />

appropriate to use the same layout and style <strong>for</strong> Government Circulars as <strong>for</strong><br />

Statutory Documents. It is important not to confuse administrative guidance and<br />

legislation. See Part 6, page 25, <strong>for</strong> in<strong>for</strong>mation on the "<strong>Isle</strong> <strong>of</strong> <strong>Man</strong> Government<br />
