Checklist<br />
1.8 The checklist at Appendix 1 will assist Departments to ensure that the correct<br />
paper work has been submitted to the Chief Secretary's Office <strong>for</strong> general <strong>Council</strong><br />
business.<br />
<strong>Council</strong> <strong>of</strong> <strong>Ministers</strong> Minutes and Cut ups<br />
1.9. <strong>Council</strong> <strong>of</strong> <strong>Ministers</strong> Minutes are statutorily confidential and are<br />
dispatched, in hard copy <strong>for</strong>mat, to Members <strong>of</strong> the <strong>Council</strong> only. Extracts <strong>of</strong> the<br />
Minutes (cut ups) in electronic <strong>for</strong>m are distributed to the Chief Officer and<br />
responsible <strong>of</strong>ficer <strong>of</strong> the relevant Departments and any other person nominated<br />
by the Department in the paper as soon as possible following the <strong>Council</strong><br />
meeting giving direction on the <strong>Council</strong> decision to enable <strong>Council</strong>’s decision to<br />
be actioned. Cut ups should not be circulated to other persons outside<br />
Government. The Minutes are subject to agreement by <strong>Council</strong> at its<br />
subsequent meeting and on rare occasions may be subject to change.<br />
If <strong>Council</strong> requests in<strong>for</strong>mation be circulated to <strong>Ministers</strong> ahead <strong>of</strong> a<br />
Tynwald/House <strong>of</strong> Keys sitting, such in<strong>for</strong>mation should be <strong>for</strong>warded to the<br />
Chief Secretary’s Office <strong>for</strong> distribution.<br />
Presentations to <strong>Council</strong><br />
1.10 Presentations to <strong>Council</strong> are the exception rather than the norm and are<br />
generally at the request <strong>of</strong> <strong>Council</strong> and can only happen with the express consent<br />
<strong>of</strong> the Chief Minister.<br />

1.11 A Summary <strong>of</strong> Proceedings in the <strong>Council</strong> <strong>of</strong> <strong>Ministers</strong> is produced regularly and<br />
published on the Chief Secretary Office’s website at<br />
