23.02 Protests concerning <strong>the</strong> state <strong>of</strong> <strong>the</strong> field <strong>of</strong> play must be submitted to <strong>the</strong> referee in<br />

writing by <strong>the</strong> relevant <strong>of</strong>ficials before <strong>the</strong> match. If <strong>the</strong> state <strong>of</strong> <strong>the</strong> field <strong>of</strong> play<br />

becomes questionable in <strong>the</strong> course <strong>of</strong> <strong>the</strong> match, <strong>the</strong> team captain must inform<br />

<strong>the</strong> referee, in <strong>the</strong> presence <strong>of</strong> <strong>the</strong> captain <strong>of</strong> <strong>the</strong> opposing team, orally without<br />

delay.<br />

23.03 Protests cannot be lodged against factual decisions taken by <strong>the</strong> referee.<br />

23.04 A protest against a caution or expulsion from <strong>the</strong> field <strong>of</strong> play after two cautions is<br />

admissible only if <strong>the</strong> referee’s error was to mistake <strong>the</strong> identity <strong>of</strong> <strong>the</strong> player.<br />

Article 24<br />

Appeals<br />

24.01 The Appeals Body deals with appeals lodged against decisions <strong>of</strong> <strong>the</strong> Control and<br />

Disciplinary Body. The <strong>UEFA</strong> Disciplinary <strong>Regulations</strong> apply.<br />

Final tournament<br />

24.02 To be valid, appeals lodged during <strong>the</strong> final tournament must be submitted to <strong>the</strong><br />

<strong>of</strong>ficial <strong>UEFA</strong> tournament <strong>of</strong>fice in writing within 24 hours <strong>of</strong> <strong>the</strong> dispatch <strong>of</strong> <strong>the</strong><br />

contested decision.<br />

Article 25<br />

Doping<br />

25.01 Doping is defined as <strong>the</strong> occurrence <strong>of</strong> one or more <strong>of</strong> <strong>the</strong> anti-doping rule<br />

violations set out in <strong>the</strong> <strong>UEFA</strong> Anti-Doping <strong>Regulations</strong>.<br />

25.02 Doping is forbidden and is a punishable <strong>of</strong>fence. In case <strong>of</strong> anti-doping rule<br />

violations, <strong>UEFA</strong> will instigate disciplinary proceedings against <strong>the</strong> perpetrators and<br />

take <strong>the</strong> appropriate disciplinary measures in accordance with <strong>the</strong> <strong>UEFA</strong><br />

Disciplinary <strong>Regulations</strong> and <strong>the</strong> <strong>UEFA</strong> Anti-Doping <strong>Regulations</strong>. This may include<br />

<strong>the</strong> imposition <strong>of</strong> provisional measures.<br />

25.03 <strong>UEFA</strong> may test any player at any time.<br />

25.04 The associations undertake to ensure that <strong>the</strong> Acknowledgment and Agreement<br />

form (see Annexe IV) is duly completed and signed before <strong>the</strong> beginning <strong>of</strong> <strong>the</strong><br />

competition for each minor participating. These forms must be kept by <strong>the</strong><br />

associations and submitted to <strong>UEFA</strong> upon request.<br />

25.05 The associations undertake to verify in accordance with <strong>the</strong>ir respective domestic<br />

laws who is considered a minor and what requirements <strong>the</strong> form has to fulfil to be<br />

legally binding.<br />
