instance, local NGO workers showed Human Rights Watch mosqui<strong>to</strong>-infested ditches<br />

that d<strong>is</strong>placed villagers used for water in one village; many fall ill repeatedly. Many<br />

d<strong>is</strong>placed persons complained that they had <strong>to</strong> walk from one <strong>to</strong> five kilometers <strong>to</strong><br />

access potable water. 315<br />

Not only should the Andhra Pradesh government immediately ensure protection <strong>to</strong><br />

IDP hamlets but they should also extend the benefit of all government welfare<br />

schemes <strong>to</strong> d<strong>is</strong>placed tribal communities until a comprehensive rehabilitation<br />

scheme <strong>is</strong> developed in consultation with them.<br />
