Maraiguda stated that he was ordered <strong>to</strong> open fire on a group of children wearing<br />

school uniforms. 422 Two other SPOs admitted <strong>to</strong> accompanying Salwa Judum<br />

members and government security forces on raids in Uddinguda, Barraimuga, Birla,<br />

Gaganpalli, Ikkalguda, Kattanguda, Darbaguda, and Nendra villages between 2006<br />

and 2007. 423 At the time of these raids, they were age 17 or 18.<br />

One female SPO admitted <strong>to</strong> beating two suspected Naxalites in the police station:<br />

Once when I was in the police station the police <strong>to</strong>ld me <strong>to</strong> beat two<br />

people who were caught and brought <strong>to</strong> the police station. The police<br />

<strong>to</strong>ld me they were Naxalites and so I had <strong>to</strong> beat them. I was hesitant<br />

but because they <strong>to</strong>ld me <strong>to</strong> beat them, I beat both of them. 424<br />

Working conditions for SPOs<br />

“[W]e are expected <strong>to</strong> work harder than the police,” complained an SPO who also<br />

pointed out that they were paid less than regular police. 425 The government pays<br />

SPOs 1,500 rupees (roughly US$37) each month. People who are rendered jobless<br />

after they abandon their homes, fields, and farming, at times turn in desperation <strong>to</strong><br />

the r<strong>is</strong>k-ridden SPO post for money. One SPO, speaking for a group of SPOs, said,<br />

We are not given any uniforms. We have <strong>to</strong> buy our own uniforms—<br />

khaki shirt and pants. They give us 1,500 rupees and expect us <strong>to</strong> buy<br />

a uniform and also survive within th<strong>is</strong> money. We have <strong>to</strong> feed our<br />

family also with th<strong>is</strong>. 426<br />

The government claims it has a group insurance scheme for SPOs but one SPO<br />

informed us that the government does not provide adequate ass<strong>is</strong>tance <strong>to</strong> injured<br />

SPOs:<br />
