The CRPF [Central Reserve Police Force] come <strong>to</strong> my village every 10 <strong>to</strong><br />

15 days, at least twice a month. The SPOs also accompany the CRPF.<br />

Each time, about 200 SPOs and 200 CRPF come <strong>to</strong> my village … The<br />

SPOs are of all age groups. The youngest <strong>is</strong> about 14 <strong>to</strong> 15 years and<br />

there are people in their 20s and 30s also. 389<br />

Chhatt<strong>is</strong>garh police say that the minimum age for SPOs <strong>is</strong> 18, but do not deny that<br />

children were recruited initially. 390 They explained that many recruits from rural areas<br />

do not have birth certificates or school certificates (many have not attended schools),<br />

and therefore they are forced <strong>to</strong> rely on oral confirmations of age given by the<br />

headmen of the applicants’ villages. 391<br />

Police officials also said they have made a concerted attempt <strong>to</strong> remove all underage<br />

recruits from the ranks but were unable <strong>to</strong> give us additional details. 392 In February<br />

2008 Human Rights Watch interviewed four SPOs from a police station in Konta<br />

block of Dantewada d<strong>is</strong>trict. They looked obviously underage but stated that they<br />

were age 18 or 19 even though they did not know their birth years. 393 These SPOs said<br />

they had been serving for over two years. 394 They stated that the police or<br />

government officials had neither asked them <strong>to</strong> bring age-related documents (birth<br />

or school certificates) at the time of recruitment nor sought age verification more<br />

recently. 395<br />
