Authority shall, where requested to do so by such body, give technical advice to that<br />

body on the risks arising from the establishment.<br />

(7) In paragraph (6)—<br />

"decision-making body" means a Minister <strong>of</strong> the Government or a public body<br />

authorised or required by law to make a decision, order, recommendation or report.<br />

Inspectors.<br />

28. The Central Competent Authority may appoint any <strong>of</strong> its <strong>of</strong>ficers, consultants,<br />

advisers or other persons as it deems appropriate to be inspectors <strong>of</strong> the Authority for<br />

the purposes <strong>of</strong> these Regulations.<br />

Warrant <strong>of</strong> appointment as inspector.<br />

29. Every inspector <strong>of</strong> the Central Competent Authority shall be furnished with a<br />

warrant <strong>of</strong> his or her appointment and, when exercising any power conferred on an<br />

inspector under these Regulations, shall, if so requested by any person affected,<br />

produce the said warrant, or a certified copy <strong>of</strong> it, to that person.<br />

General powers <strong>of</strong> inspectors.<br />

30. (1) An inspector <strong>of</strong> the Central Competent Authority shall, for the purpose <strong>of</strong><br />

the execution <strong>of</strong> these Regulations, have power to do all or any <strong>of</strong> the following<br />

things—<br />

(a) enter, inspect, examine and search at all times any place which he or she<br />

has reasonable cause to believe to be an establishment,<br />

(b) take with him or her a member <strong>of</strong> the Garda Síochána if he or she has<br />

reasonable cause to anticipate any serious obstruction in the execution <strong>of</strong> his<br />

or her duty,<br />

(c) require the production in a legible form <strong>of</strong> and inspect and take a copy <strong>of</strong><br />

any information kept or capable <strong>of</strong> being reproduced in a legible form which is<br />
