and subject to paragraph (3) and Regulations 23(3) and 24(10), no such information
shall be disclosed without the consent of the person by or on behalf of whom it was
originally furnished.
(3) Paragraph (2) shall not apply to—
(a) the disclosure of information to a Competent Authority or a Department of
State for the purposes of these Regulations,
(b) without prejudice to subparagraph (a), the disclosure by the recipient of
information to—
(i) any person for the purposes of any function conferred on the
recipient by virtue of these Regulations,
(ii) an inspector of the Central Competent Authority,
(iii) an officer of a local competent authority who is authorised under
Regulation 17(7) to receive it,
(c) the disclosure of information for the purpose of any investigation or
inquiry held by virtue of the provisions of these Regulations or for the purpose
of a report of any such investigation or inquiry made by virtue of the
provisions of these Regulations,
(d) the disclosure of information for the purpose of the enforcement of the
provision of these Regulations,
(e) the disclosure of information for the purpose of any legal proceedings
instituted by or on behalf of a Competent Authority,
