(k) enter at all times and inspect any land or building (other than a dwelling)<br />

and to take a sample <strong>of</strong> the water, air or soil from any part <strong>of</strong> such land or<br />

building for the purpose <strong>of</strong> investigating any major accident,<br />

(l) exercise such other powers as may be necessary for carrying these<br />

Regulations into effect.<br />

(2) No one shall be required by virtue <strong>of</strong> paragraph (1)(f) to answer any<br />

question or to give evidence tending to incriminate himself or herself.<br />

(3) Any operator or person in control <strong>of</strong> an establishment or other place and<br />

his or her agents and servants shall furnish the means required by an inspector <strong>of</strong> the<br />

Central Competent Authority as necessary for any entry, inspection, examination,<br />

inquiry, taking <strong>of</strong> samples or for the exercise <strong>of</strong> any other power under these<br />

Regulations.<br />

Powers <strong>of</strong> inspectors for purpose <strong>of</strong> safeguarding persons and the environment.<br />

31. (1) If an inspector <strong>of</strong> the Central Competent Authority is <strong>of</strong> the opinion that an<br />

establishment or any part there<strong>of</strong> or any things or practices at the establishment or<br />

connected with the control or management there<strong>of</strong> (including the existence or<br />

otherwise <strong>of</strong> an internal emergency plan) involve or as the case may be, are likely to<br />

involve—<br />

(a) a serious deficiency in the measures taken by the operator for the<br />

prevention and mitigation <strong>of</strong> major accidents,<br />

(b) a risk <strong>of</strong> serious danger to persons or the environment,<br />

(c) a failure to submit any notification, safety report or other information<br />

required to be submitted by these Regulations, or<br />

(d) a contravention <strong>of</strong> these Regulations,<br />
