Edouard Perard, Coordinator, Public Private Infrastructure Advisory Facility (PPIAF), World<br />
Bank<br />
Edouard Perard, a French national, is the Regional Coordinator for Europe, Central<br />
Asia and South Asia and the <strong>Water</strong> Sector Coordinator of the Public Private<br />
Infrastructure Advisory Facility (PPIAF) at the World Bank. Edouard is an Economist<br />
specialized in water supply/sanitation and private sector participation in<br />
infrastructure. Before joining the World Bank in 2008, he worked for the Organisation<br />
for Economic Cooperation and Development (OECD) in Paris and at the<br />
Yale School of Forestry and Environmental Studies focusing on public-private<br />
partnerships and regulatory reforms in the water sector. Edouard holds a PhD in<br />
Economics and a Master's degree in Finance from the Institut d’Etudes Politiques<br />
de Paris (Sciences Po).<br />
William Rex, Lead <strong>Water</strong> Resources Specialist, Sustainable Development Network, World Bank<br />
William works in the World Bank's central water unit on hydropower and water<br />
strategy. From 2006 to 2012 William lived in Lao PDR, where he was Team Leader<br />
for the World Bank’s support to the Nam Theun 2 hydropower project (a<br />
US$1.3 billion, 1080MW hydropower project) as well as for a hydropower and<br />
mining technical assistance project. Prior to moving to Vientiane, William<br />
worked for the World Bank’s corporate strategy group where he led a team responsible<br />
for helping senior management think about the long-term strategic<br />
challenges facing the World Bank, including developing scenarios about how the<br />
world and international development could evolve by 2020. William received a<br />
MPA from Princeton University’s Woodrow Wilson School, which he attended on a Fulbright<br />
scholarship, and also has degrees in international politics and industrial psychology from the University<br />
of Cape Town, South Africa. He is married, with three sons.<br />
Nancy Bikondo, Procurement Specialist, Operation Procurement Policy & Services, World Bank<br />
Nancy Bikondo- Omosa is the procurement specialist at the World Bank in the Operations<br />
Procurement Policy and Country Services department. In this role she is<br />
the Procurement Business Outreach Coordinator, where she frequently presents on<br />
the World Bank’s procurement policy. She has been at the Bank for ten years.<br />
