SPEAKER BIOGRAPHIES<br />

Oscar Alvarado, Senior <strong>Water</strong> & <strong>Sanitation</strong> Specialist, Latin America and Caribbean Region,<br />

World Bank Group<br />

Mr. Alvarado is a Senior <strong>Water</strong> & <strong>Sanitation</strong> Specialist at the <strong>Water</strong> & <strong>Sanitation</strong><br />

Unit of the Latin America & Caribbean Regional Vice Presidency of the World<br />

Bank. He has worked in the World Bank for 18 years, including two years at the<br />

resident mission in Bogota – Colombia. He has experience in several regions, particularly<br />

in Latin America and South Asia, in water and sanitation and urban/<br />

municipal development related projects. Most of his experience is in integrated<br />

water management in urban areas, water and sanitation utilities, water supply<br />

and sanitation in rural areas, and urban decentralization.<br />

Prior to joining the Bank, he worked as a consultant, both in a water/hydraulics and sanitation<br />

firm and as partner/owner of a consulting firm specialized in infrastructure and institutional development<br />

at the urban level. Also, for nine years, he held several positions, mostly as operations<br />

Division Manager in a Colombian Development Bank, focusing mostly on financing infrastructure<br />

projects at subnational government level.<br />

Mr. Alvarado holds a Civil Engineer degree with specialization in structural and seismic engineering.<br />

Mr. Theis first worked at the World Bank from 1990 – 1999, when he was Chief of the Bank’s<br />

News Bureau. Theis also served as a media information officer and, in Spring 1996, as press liaison<br />

in the Bank’s Sarajevo, Bosnia office, soon after the signing of the Dayton peace accords.<br />

Caroline van den Berg, Lead <strong>Water</strong> and <strong>Sanitation</strong> Specialist, Middle East & North Africa Region,<br />

World Bank<br />

Caroline van den Berg is an economist working on water issues in the World<br />

Bank. Her expertise extends from providing policy advice, undertaking applied<br />

research to the design and implementation of investment loans. She has undertaken<br />

work in a wide variety of water issues such as the formulation of water<br />

sector strategies, tariff modeling, demand assessment, financial analysis of utilities,<br />

cost benefit analysis, regulation, and private sector participation especially<br />

with an emphasis on the impacts of PSP on the poor and fiscal impact analysis.<br />

She has a particular interest in monitoring and evaluation, especially with regard<br />

to performance assessment, utility benchmarking, and impact evaluation. She<br />

has worked in more than 30 countries all over the world. She holds a Master’s Degree in Economics<br />

and a PhD degree in Spatial Sciences.<br />
