Dr. Jerry Dutkewych, Director for Diplomatic and External Relations, Millennium Challenge<br />
Corporation (MCC)<br />
Dr. Jerry Dutkewych is the Director for Diplomatic and External Relations at<br />
the Millennium Challenge Corporation. He is responsible for bi-national relations<br />
with Millennium Challenge Account’s partner countries, foundations,<br />
academia and development organizations.<br />
Prior to joining the ‘MCA Working Group’ which helped to formulate the<br />
MCC, Dr. Dutkewych developed and coordinated the implementation of the<br />
Strategic Human Capital Plan at the Department of Homeland Security<br />
(2002-2003), insuring its alignment to both the President’s Management<br />
Agenda and to the DHS Strategic Plan. This SHCP was recognized by the<br />
GAO in 2004 as one of six leading Human Capital Plans in the Executive Branch of federal government.<br />
Dr. Dutkewych established and led the first Peace Corps Program in the former Soviet Union, in<br />
1992. During an unprecedented eight years as Director, U.S. Peace Corps-Ukraine, Jerry managed<br />
a staff of 300, who impacted several million beneficiaries directly and indirectly. The Peace<br />
Corps – Ukraine has been the largest Peace Corps program in the world since 1995. In addition,<br />
he represented the United States government's Foreign Technical Assistance Program of business<br />
development, environment and education initiatives with the President of Ukraine's Advisory<br />
Council, Cabinet of Ministers, Parliament; national, regional and municipal administrations; as<br />
well as with national and international media.<br />
He has served as Senior Advisor for International Development to the American International<br />
Health Alliance (where he designed, developed and implemented the first USA/NIS Hospital Partnership<br />
programs in the former Soviet Union), as well as at Clapp and Mayne International, and<br />
Romyr Associates. Prior to international development roles, Jerry served as Assistant Vice President,<br />
Human Resources at the Henry Ford Health System, the largest private, not for profit<br />
health system in the USA.<br />
Dr. Dutkewych maintains a very active schedule with board appointments at foundations, universities<br />
and civic non-governmental organizations (NGOs), and has authored over twenty professional<br />
articles/monographs. He has served on the Editorial Boards of International Personnel<br />
Management, Today’s NGOs, Personnel Journal and the ASTD Journal. His educational credentials<br />
include: Ph.D. in Economics, National Academy of Sciences (Ukraine), Salzburg Fellowship<br />
(Austria), Post-Masters, Organizational Behavior (University of Michigan); Master of Public Administration<br />
and Bachelor of Arts’ degrees [Political Sciences and Education] from Wayne State<br />
University, Detroit, Michigan.<br />
