11.2. Pillar Two – Facilitating Regional Infrastructure Programmes
Outcome:
Accelerated progress on Regional Infrastructure Programmes
Regional solutions are increasingly considered as important in unlocking economies of scale and restoring
long term growth. ICA is placing increasing focus on regional programmes given their importance and unique
challenges. The following section provides details on ICA’s achievements and agreed work on advocacy and
brokering of regional programmes.
Activities completed up to June 2012
ICA Members continued to champion the four regional
programmes – Eastern & Central Transport Corridors,
Horn of Africa Initiative, North-South Corridor and
West African Power Pool. These programmes and their
priority projects have been included in the Programme
for Infrastructure Development in Africa (PIDA), which
was endorsed by Heads of State at the AU Summit in
Addis Ababa, Ethiopia, in January 2012.
North-South Corridor, WAPP and projects in the Horn
and East Africa (Kenya-Ethiopia Power Interconnector
and Isaka Kigali Railway) have been included in
the G20 MDB Action Plan as exemplary investment
projects to be driven forward.
The ICA provided financial support to IGAD, who
organised a Horn of Africa Investment Conference in
March 2012 to showcase priority infrastructure projects
in the region. Ministers from countries throughout the
region attended the significant two-day event that
provided an opportunity to discuss progress and key
bottlenecks in infrastructure delivery.
An ICA grant of US100,000 has been approved to
support the production and dissemination of the EAC
transport strategy.
Forward look for 2012
• Assess scope to build on EU ITF’s work on the
regional project preparation GIS and implications for
ICA members and Secretariat.
• Update and maintenance of ICA regional programme
webpages on quarterly basis, based on feedback
from lead Members and RECs.
• Support efforts by lead Members, RECs and
specialized institutions to scale-up finance by
processing grant funding proposals submitted by ICAchampioned
regional programmes. Also, identify the
scope to replicate and scale-up financing tranches for
the second half of 2012.
• Assess scope of support for delivery of key PIDA
objectives and implementation of transformative
regional projects in participating in different sectorial
working groups.
