11.3. Pillar Three – Increased Knowledge and Information
Outcome:
Knowledge is developed and shared to support increased financing for infrastructure in Africa.
The sharing of best practices and innovations benefit infrastructure delivery and build a common understanding
for a regional public good. Providing stakeholders with access to quality information for optimum decision-making
is a basic necessity for increased investment in African infrastructure. To further this goal, ICA continues to
promote knowledge-sharing and improved access to information. In addition to the sector specific publications
listed under Pillar One sector platforms, below are some key accomplishments for Pillar Three:
Recent Activities and Products
Support was provided to the AfDB Statistics
Department (ESTA) to further develop the AIKP (former
AICD) database and prepare data collection for AIKP
Phase Two. ICA covered part of the migration cost
from the WB to the AfDB.
ICA has appointed consultants to conduct an
assessment of project preparation facilities in Africa
as part of ICA’s on-going deliverables to the G20
Development Working Group. Work commenced
in April 2012 and results will be submitted to the
DWG in October 2012. This evaluation aims to
rank the performance of existing infrastructure
project preparation facilities in Africa and to provide
recommendations to produce more effective and
efficient facilities.
ICA also released the Regional Power Status in African
Power Pools report, with information on the current
status of the power sector in regional power pools. In
addition, the two reports on private sector engagement
in the energy sector have also been published:
(Light Inside: The Experience of Independent Power
Producers in Nigeria, Regional Power Status in African
Power Pools, and When the Power Comes: An Analysis
of IPPs in Africa).
The print version of the ICA User Guide to Project
Preparation has been developed into a dynamic, webbased
tool, and a beta-testing version was launched
in May 2012. The full formal launch is due to take place
during the final quarter 2012, followed by continued
outreach, and technical and informational updates in
response to user feedback.
Planned Activities
• The ICA Secretariat will continue to support the
AIKP study by mobilizing resources for the remaining
24 countries and conducting joint thematic studies/
sector reports.
• The ICA Knowledge Center will be populated with
documents received for the ICA Members and its
formal launch will take place in the final quarter of
2012. The Secretariat will then lead in the promotion
of the ICA Knowledge Centre.
• The Secretariat will manage the completion of the
ICA Assessment of Project Preparation Facilities for
Africa, and host a dissemination and consultation
workshop. The report will also be presented to DWG in
October and the implications of any recommendations
and actions will be assessed. ICA Secretariat will
then launch and promote the ICA Project Preparation
Facility “Fund Finder”
