new core interest is to become a power at sea befitting its status as a major power. In the East<br />

China Sea, it aspires to extend its sea power to the first and second island chains, but finds its<br />

path blocked by the formidable presence <strong>of</strong> the US Navy and the Japan Maritime Self Defense<br />

Force (MSDF). The South China Sea, on the other hand, presents a perfect opportunity, with<br />

relatively weak states divided by competing claims. Lying beyond the straits <strong>of</strong> the Indonesian<br />

archipelago, its waters are both a strategic waterway and a s<strong>of</strong>t underbelly for China. It is here<br />

that Chinese sea power assertions will be focused in coming years.<br />

Asia’s regional security outlook has deteriorated steadily since China’s 2009 promulgation <strong>of</strong> its<br />

so-called “Nine-dash line”, covering 90 per cent <strong>of</strong> the South China Sea. 14 This claim is based<br />

purely on China’s interpretation <strong>of</strong> history and unrelated to any UNCLOS-based continental<br />

shelf or other maritime jurisdictional claims.<br />

The pattern <strong>of</strong> China’s “core interests” driven assertions is not limited to the South China Sea.<br />

It is remarkably similar to what has transpired in the East China Sea. In April 2013, China<br />

repeatedly sent maritime patrol ships into the territorial waters <strong>of</strong> the Senkaku Islands. Capt.<br />

James Fanell <strong>of</strong> the US Navy has described China Marine Surveillance as “a full time maritime<br />

sovereignty harassment organisation.” 15 Meanwhile, in March 2013, a Chinese Navy task force<br />

travelled to James Shoal, an outcrop claimed by Malaysia barely <strong>of</strong>f its coast at the southern end<br />
