Pr<strong>of</strong>. Jose Ma Cui: Shot dead in classroom<br />

On 19 January 2007, Pr<strong>of</strong>essor Jose Ma Cui <strong>of</strong> <strong>the</strong> department<br />

<strong>of</strong> h<strong>is</strong>tory and communication arts <strong>of</strong> <strong>the</strong> University <strong>of</strong> Eastern<br />

<strong>Philippines</strong>, Nor<strong>the</strong>rn Samar, was shot dead in front <strong>of</strong> h<strong>is</strong><br />

students by two armed men in balaclavas. The students were<br />

taking <strong>the</strong>ir mid-term exams when he was shot at around<br />

3:35pm in <strong>the</strong> classroom at <strong>the</strong> College <strong>of</strong> Engineering building<br />

on campus. Cui died on <strong>the</strong> spot from.45-calibre p<strong>is</strong>tol gunshot<br />

wounds to h<strong>is</strong> head and chest. The gunmen fled on a motorcycle<br />

in <strong>the</strong> direction <strong>of</strong> Mondragon town, which <strong>is</strong> towards a military<br />

camp some 2km d<strong>is</strong>tant.<br />

There was no immediate progress in <strong>the</strong> police investigation.<br />

The police said that witnesses were unwilling to provide<br />

information.<br />

Pr<strong>of</strong>essor Cui was former secretary general <strong>of</strong> human rights<br />

group Katungod-Eastern V<strong>is</strong>ayas, <strong>the</strong> regional chapter <strong>of</strong> national<br />

human rights organization Karapatan, and chairman <strong>of</strong> <strong>the</strong><br />

Employee Association <strong>of</strong> <strong>the</strong> University <strong>of</strong> Eastern <strong>Philippines</strong>,<br />

as well as being involved in <strong>the</strong> Confederation for Unity,<br />

Recognition and Advancement <strong>of</strong> Government Employees-<br />

Nor<strong>the</strong>rn Samar (Courage-NS), and <strong>the</strong> Anti-Corruption Network<br />

(ActNow!). He was also one <strong>of</strong> <strong>the</strong> founding members <strong>of</strong> <strong>the</strong> Bayan<br />

Muna party in Nor<strong>the</strong>rn Samar.<br />

Long before <strong>the</strong> incident <strong>the</strong> victim had been targetted in a<br />

smear campaign by <strong>the</strong> armed forces, and in 2004 a complaint<br />

<strong>of</strong> libel was lodged against him by <strong>the</strong> former commanding <strong>of</strong>ficer<br />

<strong>of</strong> <strong>the</strong> 63rd Infantry Battalion, Colonel Manuelito Usi.<br />
