FUSION FESTIVAL<br />
The vast richness and diversity <strong>of</strong><br />
<strong>Surrey</strong>’s communities is on display<br />
each June as the <strong>City</strong> centre is<br />
host to BC’s largest multicultural<br />
celebration. The Fusion Festival<br />
weekend at Holland Park grows<br />
in popularity each year, attracting<br />
nearly 90,000 people keen on<br />
celebrating the <strong>City</strong>’s rich diversity<br />
with music, dance, food and culture.<br />
The event includes distinguished<br />
artists and headliners from around<br />
the world performing on four<br />
stages, as well as cultural pavilions<br />
representing food and heritage <strong>of</strong><br />
over 50 distinct cultural groups. The<br />
Detachment is proud to participate<br />
in elevating awareness and<br />
appreciation within our multicultural<br />
community, while at the same time<br />
promoting public safety.<br />
TRAFFIC SAFETY<br />
<br />
a dedicated full-time Criminal Crash Investigations Team<br />
(CCIT) to take conduct <strong>of</strong> all fatal, serious injury and<br />
other high pr<strong>of</strong>ile traffic collision investigations. During its<br />
first year <strong>of</strong> operation, CCIT members not only worked to<br />
establish business rules and electronic file management<br />
protocols consistent with major case management<br />
principles and advanced investigative practices, but also<br />
took the lead on 89 investigations, including 36 files from<br />
2009. <strong>Surrey</strong>’s CCIT model has been recognized as a<br />
leading practice by Crown Counsel and is being looked at<br />
as a best practice by other <strong>RCMP</strong> jurisdictions.<br />
<br />
collision intersections, speeding and other dangerous<br />
driving practices, impaired driving and seatbelt compliance<br />
in an effort to reduce the number <strong>of</strong> traffic injuries and<br />
fatalities. As a result <strong>of</strong> these efforts, more than 22,144<br />
violation tickets were issued by the Traffic Section (a 29%<br />
increase from 2009). Furthermore, fatal motor vehicle<br />
collisions were reduced by 29% in <strong>2010</strong>.<br />
<br />
assigned two ‘high crash’ intersections for enforcement<br />
throughout the year. Monthly enforcement calendars<br />
were established, with each team targeting intersection<br />
enforcement at least once per block. As a result <strong>of</strong><br />
this initiative, Traffic Section dedicated 2,730 hours to<br />
intersection enforcement, conducting 427 operations and<br />
issuing 2,883 violation tickets.<br />

members conducted covert enforcement at intersections,<br />
looking for red light runners, people driving without<br />
seat belts, drivers using cellphones and other handheld<br />
devices, and other traffic <strong>of</strong>fences.<br />

various traffic safety initiatives lead by the Traffic Services<br />
Unit. Each Watch assigned members to undertake<br />
proactive traffic patrols and enforcement, particularly<br />
in high collision locations. As a result <strong>of</strong> these efforts,<br />
GD checked 22,973 vehicles and issued 2,866 violation<br />
tickets, notices and orders.<br />

Counterattack enforcement initiatives. By year end, Traffic<br />
Section members had dedicated 1,990 hours to impaired<br />
driving operations and conducted 199 road checks,<br />
resulting in 131 impaired driving charges.<br />
<br />

to encourage greater, proactive work in this area, which<br />
resulted in increased detection and apprehension <strong>of</strong><br />
impaired drivers by GD. In <strong>2010</strong>, GD recommended 633<br />
charges for impaired driving and related <strong>of</strong>fences.<br />
