Traffic Section continued to put an emphasis on enforcing<br />

seatbelt infractions. In <strong>2010</strong>, 2,711 seatbelt violation<br />

tickets were issued (a 10% increase from 2009).<br />

<strong>of</strong> innovative enforcement and education initiatives to<br />

combat high risk driving behaviour and traffic violations<br />

(e.g., speeding and aggressive driving) and focus<br />

attention on traffic related safety issues. In <strong>2010</strong>, <strong>Surrey</strong><br />

Traffic issued 4,196 speeding tickets. This represented<br />

20% <strong>of</strong> all violations tickets issued, and a 4% increase<br />

from the number <strong>of</strong> speeding tickets issued in 2009.<br />

drivers are travelling. On average, Speed Watch volunteers<br />

in <strong>Surrey</strong> checked 14,000 to 15,000 cars each month<br />

throughout <strong>2010</strong>. The Detachment’s Neighbourhood<br />

Liaison Units <strong>of</strong>ten conducted traffic enforcement in<br />

concert with Speed Watch activities within school zones<br />

and other high traffic problem areas identified through<br />

analysis <strong>of</strong> traffic data and public complaints.<br />

<strong>RCMP</strong> and Fraser Valley Integrated Road Safety Unit<br />

(IRSU) to focus attention on commercial vehicle safety.<br />

As part <strong>of</strong> a three day initiative, police partnered with<br />

representatives from the Ministry <strong>of</strong> Transportation’s<br />

Commercial Vehicle Safety and Enforcement (CVSE)<br />

branch, to conduct a series <strong>of</strong> roadside inspections.<br />

While CVSE <strong>of</strong>ficers focused on commercial transport<br />

safety infractions (e.g., improper maintenance and record<br />

keeping, overweight and insecure loads) police personnel<br />

checked passenger and commercial vehicles for other<br />

traffic violations (including seat belt use and driver<br />

impairment). During this combined effort over 1,000<br />

vehicles were stopped, 665 violation tickets were issued<br />

and 28 vehicles were removed from the road.<br />

Enforcement Initiative to step up traffic enforcement<br />

activities in identified hot spots for criminal activity and<br />

other problem areas that bring rise to neighbourhood safety<br />

concerns. During the year, Traffic members contributed<br />

to over 2,525 hours <strong>of</strong> “criminal interdiction” (i.e., high<br />

visibility police presence) in hot spot locations throughout<br />

the Districts.<br />
