13 July <strong>1993</strong>: "L' Observatore Romano" qualified the operation with the<br />

word "Massacre" (Clarin, 7/14/93, p. 31).<br />

From 14 July to 19 July: Italian troops menaced the United Nations to<br />

withdraw from Somalia Operation because they didn't approved the orders given<br />

<strong>by</strong> the Central Commander of the operation to attack Aidid faction.<br />

September and October <strong>1993</strong>: The attacks against the forces of United<br />

Nations recurred.<br />

22 September <strong>1993</strong>: The Security Council approved Resolution 865 (<strong>1993</strong>)<br />

(see part B).<br />

10 October <strong>1993</strong>: Robert Oakley, President Clinton representative went to<br />

Mogadishu to try to find a solution for the problem of the violence against the<br />

peacekeeping forces.<br />

November <strong>1993</strong>: The Conference against National Reconciliation beginning<br />
