As it was said <strong>by</strong> Professor Diez de Velazco, "... this normative power<br />

appears in the obligatory resolutions, in the internal recommendations and in the<br />

preparation of international texts".<br />

Here we will deal only with the obligatory resolutions. These are truly<br />

obligatory judiciary acts for their destinees. The basis of their obligatory character<br />

can be found in the competence entailed in the body which adopts it.<br />

As far as the Security Council is concerned, the obligatory character of its<br />

resolutions is supported <strong>by</strong> article 25 of the Charter of the United Nations.<br />

According to the Charter itself, among those obligatory decisions, which<br />

appear in the resolutions which the Security Council makes, we can find those<br />

which appear when the Security Council takes up measures, aiming at the<br />

maintenance of peace and at the re-establishment of this peace as provided <strong>by</strong><br />

article 39 to 48 of Chapter VII.<br />

Having said all this, therefore, the Member States of the United Nations are<br />

compelled to act according to the measures taken <strong>by</strong> the Security Council in those<br />

situation.<br />

6. RESOLUTION OF THE SECURITY COUNCIL AGAINST <strong>SOMALIA</strong><br />

I.Resolution S.C. 733 (<strong>1992</strong>)<br />

Approved on 23rd January, <strong>1992</strong>.<br />

This resolution as well as the next one establishes firmly the action taken <strong>by</strong><br />

the Council making reference to:<br />

The serious and critical situation in Somalia and the urgent need of<br />

humanitarian assistance to it.<br />

The existence of a threat to International Peace and Security.<br />

It calls back to mind the dispositions of Chapter VIII of UN Charter<br />

recognizing and acknowledging the international and regional organizations which<br />

have helped and given humanitarian assistance to the people affected <strong>by</strong> the<br />

conflict, deploring the amount of human lives these organizations have lost and<br />

admitting the need to go on cooperating with them bearing in mind several<br />

objectives:<br />

First, meeting and discussing with the parties involved in the conflict aiming<br />

at agreeing on the cease-fire and on the end of hostilities; second, the security for
