ARMS Team was one <strong>of</strong> five recipients <strong>of</strong> <strong>the</strong> 2003 Global Innovator's Award. This award was<br />
given by CoreNet Global who recognizes excellence in <strong>the</strong> strategic management <strong>of</strong> corporate<br />
real estate. CoreNet Global described <strong>the</strong> ARMS Program as "an innovative program designed<br />
to treat its ammunition production facilities and surrounding real estate as assets, while letting<br />
<strong>the</strong> commercial marketplace help reduce <strong>the</strong> cost <strong>of</strong> <strong>Army</strong> operations and production." The o<strong>the</strong>r<br />
four recipients were Ford, Toyota, Sprint, and <strong>the</strong> Greater Fort Bend Economic Development<br />
Council.<br />
In FY09, ARMS reported that total savings to <strong>the</strong> Government ($407 million) exceeded<br />
ARMS investments and incentives ($274M). Economic impact reached $6.9 billion in output<br />
since <strong>the</strong> program's inception. Currently ARMS programs are at <strong>the</strong> following <strong>JMC</strong> installations.<br />
ARMS continues to bring new life to industrial sites to enhance <strong>the</strong> readiness <strong>of</strong> <strong>the</strong> base,<br />
generate revenue to maintain infrastructure, make capital improvements, lower <strong>the</strong> unit cost <strong>of</strong><br />
production, continue environmental remediation and sustain local economies. By reducing <strong>the</strong><br />
government‟s cost <strong>of</strong> ownership <strong>of</strong> <strong>the</strong>se installations, we are improving <strong>the</strong>ir future vitality.<br />
An <strong>Ammunition</strong> Enterprise<br />
The Program Executive Office for <strong>Ammunition</strong> (PEO <strong>Ammunition</strong>) was reformed in<br />
October 2001. The PEO was designated <strong>the</strong> Single Manager for Conventional <strong>Ammunition</strong><br />
(SMCA) and has life-cycle responsibility for <strong>the</strong> acquisition <strong>of</strong> conventional ammunition. With<br />
PEO <strong>Ammunition</strong> designated <strong>the</strong> SMCA Executor, it has primary responsibility for <strong>the</strong><br />
acquisition <strong>of</strong> all Services‟ transitioned conventional ammunition. Toge<strong>the</strong>r with <strong>the</strong> Joint<br />
Munitions Command (<strong>JMC</strong>) as <strong>the</strong> SMCA Field Operating Agency (FOA) executing <strong>the</strong><br />
logistics and sustainment roles, PEO <strong>Ammunition</strong> retains and executes life cycle responsibility<br />
for conventional ammunition for all Services.<br />
Through <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> PEO, ammunition management was unified and<br />
integrated under one single chain <strong>of</strong> command. PEO <strong>Ammunition</strong> developed unified munitions<br />
