ILLINOIS DEVELOPING PROFILES OF VIOLENT OFFENDERS AND IDENTIFYING GROUPS OF VIOLENT OFFENDERS AT HIGH RISK OF RECIDIVISM AND TREATMENT FAILURE L. J. Stalans, M. Seng, and M. Repp, Illinois Criminal Justice Information Authority May 2004, 115 pp. In 2000 the Illinois Criminal Justice Information Authority collaborated with the Administrative Office of the Illinois Courts to identify groups of violent offenders at high risk of recidivism and treatment failure. Differences between violent probationers and other probationers were examined. Logistic regression and classification tree analyses were conducted to examine and develop profiles of violent offenders sentenced to probation in Illinois. A number of findings from the study are discussed in detail. Implications regarding reassessing policies that often limit violent probationer participation in community-based treatment programs are presented. Implications for the risk assessment and domestic violence literature are also discussed. IOWA VIOLENT OFFENDER RECIDIVISM IN IOWA The Iowa Division of Criminal and Juvenile Justice Planning June 2004, 49 pp. This report summarizes recidivism statistics of imprisoned Iowa inmates whose most serious offense was for a crime against persons during FY96, FY98, and FY00. Because conducting more in-depth analysis of violent offender recidivism using interstate data was the primary research focus, the report summarizes extensive recidivism data collected through online access to multistate criminal history records. Various tables present findings for the categories of general recidivism findings, recidivism by release cohort, by sex, by race/ethnicity, by age at release, by release offense, by statistical risk, and new sex crime arrests. SOUTH CAROLINA A STATISTICAL PROFILE OF PROJECT CEASEFIRE TARGET OFFENDERS Charles Bradberry and Diane Tester July 2004, 31 pp. This report provides a statistical description of a particular group of offenders. This group, referred to as 2211’s, is composed of high-risk offenders who had either two prior convictions for a violent crime, two prior convictions for a serious drug offense, or a combination of both. Data were collected on 4,355 offenders who met the above criteria, including gender, age, race, number of offenses, number of convictions, and status within the system. 48
SOUTH CAROLINA VIOLENT CRIME REDUCTION PROJECT: ORANGEBURG COUNTY PILOT PROJECT EVALUATION Tidwell and Associates, Inc. July 2004, 31 pp. This report is a follow-up to a previous evaluation report published in May 2003, which showed a 24% decrease in the violent crime rate in Orangeburg County from 2000-2002. The purpose of this evaluation was to determine whether the successes presented in the previous report had continued. Data were collected from six counties and compared to those from Orangeburg County. It was found that from 2000-2003, the violent crime rate decreased 33% and that clearance rates increased 53% during that same period. The project was considered to be successful in reducing violent crime. 49
