such general ballot, no other ballots shall be<br />

taken. If the announcement is made by the grand<br />

knight and not more than one-half negative ballots<br />

<strong>of</strong> those present are cast upon said general<br />

ballot, all candi dates so balloted for shall be<br />

declared elected. If more than one-half negative<br />

ballots <strong>of</strong> those present are cast upon said general<br />

ballot, an individual ballot shall then be<br />

taken on each candidate.<br />

• Applications for membership from priests and<br />

religious need not be referred to the admission<br />

committee for determination <strong>of</strong> practical<br />

Catholicity. The opportunity to discuss <strong>Knights</strong> <strong>of</strong><br />

<strong>Columbus</strong> programs with the committee should<br />

not, however, be denied to a priest or religious<br />

brother. But if he does appear before the admission<br />

com mittee, his practical Catholicity shall not<br />

be referenced nor judged as part <strong>of</strong> the interview<br />

process.<br />

• Impose another duty on the admission commit tee<br />

in cases <strong>of</strong> reapplication by a former member<br />

who has been in an exit status for more than<br />

seven years. Such an applicant must appear<br />

before and be approved by the admission committee.<br />

In addition thereto, the reapplicant must<br />

establish to the satisfaction <strong>of</strong> the committee that<br />

he has received the degrees <strong>of</strong> the Order. If this<br />

cannot be established, the reapplicant shall be<br />

required to take any or all degrees.<br />

THE INTERVIEW<br />

The Inquiries Guide (#390)—see page 59—is helpful<br />

in conducting the interview as it provides a suggested<br />

outline to be followed by the admission committee.<br />

Using it will help assess the applicant’s Catholicity and<br />

citizenship and will provide insight into his potential<br />

contributions to the council. During the interview, the<br />

committee should also review the answers provided by<br />

the applicant at the bottom <strong>of</strong> his Form 100<br />

Membership Document under the heading:<br />

Interests/Preferences. During the interview process,<br />

every opportunity should be provided for the applicant<br />

to ask questions about the Order. In fact, he should be<br />

encouraged to do so. A Form 100 Membership<br />

Document completed for a new member application<br />

appears on page 60.<br />

REPORT OF ADMISSION COMMITTEE<br />

Following the interview, the committee must vote<br />

on acceptance or rejection <strong>of</strong> the candidate and complete<br />

the appropriate report — page 61. If the candidate<br />

is accepted, only the signature <strong>of</strong> the chairman is<br />

required. The report showing acceptance is presented<br />

to the grand knight within ten days following the date<br />

when the application was delivered by the grand knight<br />

to the chairman <strong>of</strong> the admission committee. If the candidate<br />

is rejected, refer to page 48 for guidance.<br />

REPORT OF OFFICER ELECTIONS<br />

Section 128 <strong>of</strong> the Order’s Laws states that elections<br />

<strong>of</strong> subordinate council <strong>of</strong>ficers shall be held between<br />

May 15 and June 15 <strong>of</strong> each year (college councils—<br />

March 1 to June 1). Those duly elected <strong>of</strong>ficers are to<br />

be reported to the <strong>Supreme</strong> Council <strong>of</strong>fice on the<br />

Report <strong>of</strong> Officers Form 185. Deadline for submission<br />

<strong>of</strong> the form is July 1.<br />

The Form 185 is pictured on page 62. A copy <strong>of</strong> the<br />

actual form is contained in the Council Report Forms<br />

Booklet, Item #1436. The Report Forms Book let is sent<br />

annually to financial secretaries <strong>of</strong> record for use<br />

during the fraternal year. The original copy <strong>of</strong> the<br />

Report <strong>of</strong> Officers is to be forwarded to the Department<br />

<strong>of</strong> Membership Records. Copies must also be sent to<br />

the state deputy and district deputy. Be certain to retain<br />

a copy for local council records.<br />

The preferred method <strong>of</strong> reporting newly elected<br />

council <strong>of</strong>ficers is through the Member Management<br />

application located in the secure Officers Online area at<br />

www.k<strong>of</strong>c.org. Simply follow the instructions included<br />

on the website. There is no need to file a paper report<br />

with the <strong>Supreme</strong> Council <strong>of</strong>fice after reporting <strong>of</strong>ficers<br />

through the Member Management application.<br />

complete the Report <strong>of</strong> Officers Form 185. Click on: For<br />

Officers, Forms, Council, 185. Please note, however, that<br />

this form must then be printed and mailed to the<br />

<strong>Supreme</strong> Council <strong>of</strong>fice. It cannot be submitted electronically.<br />

The information contained on the form must<br />

also be reported to the state deputy and district deputy.<br />

MEMBERSHIP DOCUMENT — FORM 100<br />

The Form 100 Membership Document is used to<br />

report most membership transactions to the <strong>Supreme</strong><br />

Council <strong>of</strong>fice relating to new, present or former members.<br />

(Disability exemption and withdrawal are the<br />

exceptions. Refer to those respective sections for<br />

details.) As financial secretary, you must be familiar<br />

with all <strong>of</strong> the membership transactions and how to<br />

report them. The chart on page 63 explains which sections<br />

on the Form 100 are to be completed to effect the<br />

various transactions reported on that form.<br />

On occasion correspondence is submitted along with<br />

the Form 100 to further qualify the transaction being<br />

reported. Such correspondence is always welcome.<br />

However, with the exception <strong>of</strong> data changes and withdrawals,<br />

no attempt should be made to report transactions<br />

solely by corres pondence. The historical record <strong>of</strong><br />

a source document is lost. It is also for this reason that<br />

faxed Form 100s are most <strong>of</strong>ten unacceptable since the<br />
