KILCONA PEGUIS ATHLETIC CONFERENCE<br />

(K.P.A.C.)<br />

Article I: Organization<br />

Zone 14, the Kilcona Peguis Athletic Conference hereafter known as the K.P.A.C., shall consist of:<br />

1. An Executive Council<br />

2. An Athletic Council<br />

The following high schools are members of K.P.A.C.:<br />

Article II: Objectives<br />

The objectives of the K.P.A.C. are:<br />

1. To organize and provide various types of competition as outlined in this Constitution.<br />

2. To consider the welfare of the participants as the primary criterion upon which all policies of the<br />

Association are based.<br />

3. To maintain a high level of fair play in all activities.<br />

Reference fair play policy in M.H.S.A.A. handbook.<br />

4. To provide an outlet for the skills learned and the appreciations developed through competition.<br />

5. To sponsor activities that promotes the objectives of secondary education.<br />

Article III: Membership<br />

Section I:<br />

Application for membership in the K.P.A.C. shall be open to all Collegiates in M.H.S.A.A.'s Zone 14.<br />

Section II:<br />

Acceptance of written application for membership shall be conditional upon a school meeting the following<br />

requirements<br />

1. Provision of adequate facilities for the sports entered.<br />

2. Acceptance of its colours by the Association.<br />

NOTE: * Black is acceptable for shorts and uniform trim for any team, for any sport, if meeting<br />

3. Acceptance of its application by a two-thirds majority of the Executive Council at the May meeting.<br />

Section III:<br />

In order to remain a member in good standing, a school must meet the following requirements:<br />

1. Payment of annual fee by 15 October of any given year.<br />

2. Have representation at 75% of the meetings of both councils.<br />

3. Any school, which will not be represented at the monthly K.P.A.C. meetings, must inform the president<br />

at least 48 hours prior to the meeting.<br />

Section IV:<br />

1. A member failing to comply with the requirements of Section III is liable to suspension by the Executive<br />

Council on the recommendation of the Athletic Council.<br />

2. Application of reinstatement to the K.P.A.C. shall be made in writing to the Executive Council. The<br />

decision of the members shall be final. Reinstatement requires a two-thirds majority vote from all<br />

members in good standing.<br />

Article IV: Dues<br />

Section I:<br />

All member schools shall pay an annual fee, set at the end of the previous year by the executive to the Athletic<br />

Council treasurer by the 15th of October of the current school year.<br />

Section II:<br />

Dues required to be a member in good standing of the M.H.S.A.A. shall be paid by the K.P.A.C.<br />

Article V: Offices<br />

Section I: Executive Council<br />

a) Membership:<br />

The Executive Council shall consist of the principals or vice-principals of each member school; the<br />

physical education consultant/coordinator of each school division (where there is one), the president,<br />

past-president, vice-president, and treasurer of the Athletic Council.<br />

b) Officers:<br />

The following officers will be elected from the school administrators for a two year period:<br />

i) The chairperson shall preside at all meetings of executive council and be an ex-officio member of all<br />

committees formed by the executive council.<br />

The chairperson is responsible for representing the zone at the Manitoba High School's Annual<br />

General Meeting, or finding a representative to attend.<br />

ii)<br />

The vice-chairperson shall, in the absence, incapacity, or refusal to act as the chairperson assume<br />

the duties and responsibilities of the chairperson.<br />

The secretary shall keep an accurate record of all proceedings of the executive council, shall keep<br />

an accurate record of attendance at meetings of the executive council, and shall maintain a record<br />

of all minutes from the athletic council.<br />

c) Duties:<br />

The executive council is responsible for final decisions re <strong>constitution</strong> and by-law changes.<br />

d) i) Two-thirds of the membership shall constitute a quorum.<br />

ii) Bourinot's rules of parliamentary procedure shall govern all meetings.<br />

iii) Ties will be broken by a vote of the chairperson.<br />

iv) The executive council shall see that the athletic council adheres to the <strong>constitution</strong> and by-laws of<br />

the K.P.A.C.<br />

v) The executive council will meet a minimum of two times per year: before Christmas, and in the<br />

spring. The chairperson may also call emergency meetings if the need arises.<br />

vi) Each school will have one vote, each divisional representative will have one vote, and the president<br />

of the athletic council will have one vote.<br />

Section II: Athletic Council<br />

a) Membership:<br />

The Athletic Council shall consist of representatives from each member high school of the K.P.A.C.<br />

b) Officers:<br />

The following offices shall be filled by biannual election at the June meeting of the Athletic Council:<br />

c) Officers – 4 officers shall be funded by <strong>KPAC</strong> to go to the MHSAA Annual General Meeting<br />

The following commissions shall be filled by appointment annually using the convenorship rotation, at the June<br />

meeting of the athletic council (an honorarium of is to be paid to all convenors):<br />

badminton convenor $ 100.00<br />

basketball convenor $ 200.00<br />

cross country convenor $ 100.00<br />

curling convenor $ 100.00<br />

golf convenor $ 50.00<br />

indoor track convenor $ 100.00<br />

soccer convenor $ 150.00<br />

track & field convenor $ 100.00<br />

volleyball convenor $ 200.00<br />

provincial championship convenor $ 100.00<br />

website convenor $ 500.00<br />

Section III: Commissions of Athletic Council<br />

a) The convenor has the full responsibility and authority for organizing and implementing an activity,<br />

subject to the approval of the membership.<br />

b) Each convenor must present a written report of the activity to the secretary, as soon as that activity is<br />

completed for that year. This report shall include:<br />

i) a report of the activity (play-off procedure, results, participation),<br />

ii) a financial statement in itemized form,<br />

iii) recommendations and/or notices of motion for the following year.<br />

c) Convenors are responsible to assure suitable representation on the provincial championship committee.<br />

d) Provincial information is sent from M.H.S.A.A. to zone convenors. Therefore, the convenors are<br />

responsible for registering K.P.A.C. entries in provincial championships. If passing the Responsibility to<br />

the coaches, written directions and information should be provided to the coach.<br />

e) Convenor must arrange for the presentation of banners, ribbons and certificates at the Finals of their<br />

event.<br />

f) Convenor is responsible for booking hotels for out of town provincials.<br />

g) Honorariums are payable to convenors upon presentation of their final report.<br />

Section IV:<br />

The president of the athletic council shall automatically be a member of any standing committee.<br />

Section V:<br />

The vice-president of the athletic council shall be responsible for ordering and distributing the awards.<br />

Section VI:<br />

The secretary of the athletic council shall provide a copy of the minutes of the K.P.A.C. Athletic Conference<br />

meetings to a members of the athletic and executive councils.<br />

Section VII:<br />

The treasurer of the athletic council shall be responsible for all of the associations' finances. He/she shall<br />

distribute monthly financial reports at each meeting, as well as a final yearly report.<br />

Article VI: Procedure<br />

Section I:<br />

Bourinot's rules of parliamentary procedure shall govern all meetings.<br />

Section II:<br />

The first meeting of the athletic council shall be held on the first Thursday in September, with regular monthly<br />

meetings being held thereafter.<br />

Section III:<br />

a) Two-thirds of membership shall constitute a quorum.<br />

b) Each member school shall be entitled to one vote.<br />

c) The Chairperson of K.P.A.C. will vote on all motions as the representative of his/her member school. In<br />

the event of a tie, the motion will be lost.<br />

Article VII: Amendments to the Constitution<br />

Section I:<br />

Amendments to the <strong>constitution</strong> can be introduced at any regular meeting of the athletic council. This must be<br />

done by notice of motion, and the motion will be dealt with at the next regular meeting of the athletic council.<br />

Such amendments, if approved, shall be submitted to the executive council at least three weeks prior to its next<br />

meeting. Notices of motion must be submitted in writing.<br />

Section II:<br />

A two-thirds majority is required to pass any amendment to the <strong>constitution</strong>.<br />

Section III:<br />

By-law changes will be initiated and approved by the athletic council.<br />

Section IV:<br />

1) A simple majority is required to pass any amendment to the by-laws. (Note: A quorum is still needed.)<br />

2) Proxy votes are disallowed.<br />

Section V:<br />

Notices of motion for <strong>constitution</strong> and by law changes, must be circulated to the membership of the athletic<br />

council at least one week prior to an athletic council meeting.<br />

Section VI:<br />

When resolutions passed at the annual meeting of the M.H.S.A.A. conflict with the current K.P.A.C. policy, the<br />

situation will be resolved at the next meeting.<br />

Article VIII: Activities<br />

Section I: Activities<br />

Conference championships will be awarded in only the nine activities listed below. No school may represent the<br />

conference in any other activity.<br />

1) basketball<br />

2) volleyball<br />

3) soccer<br />

4) track & field<br />

5) badminton<br />

6) cross country<br />

7) golf<br />

8) curling<br />

9) indoor track & field<br />

Section II: General Eligibility<br />

K.P.A.C. competitions will be governed by the eligibility rules set out by the Manitoba High Schools Athletic<br />

Association. To be eligible, a participant must meet the following qualifications:<br />

1) The participant must be a bona fide student of a member school, meeting his/her own school's eligibility<br />

ruling. A bona fide student is defined as one who is registered for class during the school term, and is<br />

in attendance with the requirements of the school as certified by the principal.<br />

2) Participants must be under 19 years of age, as of midnight, August 31st of the current school year.<br />

3) Senior 1 students are eligible for the senior high competition, provided the Senior 1 classes are in the<br />

same building as the Senior 2, 3, and 4 classes. Enrollment in Senior 1 counts as the first year of<br />

eligibility.<br />

4) School teams shall be made up of students, none of who have attended a secondary school for more<br />

than four years, or have been in one grade for more than two years.<br />

5) Eligibility is conditional on enrolment, not participation.<br />

6) Any student who receives remuneration for playing for any professional sports organization will be<br />

ineligible for Association competition in that activity only.<br />

7) Be it resolved that, our general eligibility follow the MHSAA ―AAA‖ and ―AAAA‖ Special Playing Rules for<br />

basketball and volleyball: Students may not compete in more than three matches at the Varsity level<br />

(league, exhibition or tournament- Tournaments count as two matches).<br />

8) Participating junior varsity athletes must be under the age of 16 as of midnight of the current school<br />

year, August 31. This article to remain consistent with M.H.S.A.A. eligibility. Schools should reference<br />

the current M.H.S.A.A. Handbook.<br />

9) a) Students are eligible to participate in junior varsity for two years. In determining the two-year<br />

clause, member schools must count grade 9 (S1) as the first year. The athlete‘s eligibility begins<br />

upon enrolment in (S1) and is allowed two consecutive years of competition from time of enrolment<br />

in (S1).<br />

b) In a Grades 10-12 school, a student may only compete for one year in the junior varsity<br />

competition.<br />

10) In all activities, a roster must be submitted to the president of the athletic council and the convenor of<br />

the activity prior to the first league competition, and all students must be certified eligible by the<br />

principal of the school. All additions to these rosters must be submitted prior to a student's first league<br />

competition.<br />

11) A school team or competitor will forfeit games or competitions that were played without eligibility<br />

sheets submitted prior to the events.<br />

12) In a team sport, where a team has registered on the game sheet an ineligible player, that game shall<br />

be forfeited.<br />

13) When a school unknowingly contravenes by-laws in an activity, the game or event shall be forfeited.<br />

14) Where a school has been warned, and knowingly contravenes by-laws in an activity, that team or<br />

individual shall be disqualified from further competition in that activity for that season.<br />

Section III: Eligibility Appeals to K.P.A.C. must include the following:<br />

1) letter from the principal endorsing the appeal<br />

2) letter explaining the student's extenuating circumstances and why an appeal should be granted<br />

3) copy of student's attendance transcript for the current school year, or previous year, also a grade<br />

transcript<br />

4) if appeal is based on medical grounds supply verification from doctor<br />

5) information must be sent out to schools at least one week before the regularly scheduled council<br />

meeting<br />

6) overage appeals will not be considered<br />

7) an administrator must be in attendance along with the coach and/or teacher in charge of the team at<br />

the regularly scheduled athletic council meeting where the appeal is presented.<br />

Article IX: Protests<br />

Section I:<br />

All protests must be made in writing to the convenor within 48 hours of the time of origin of the complaint.<br />

Section II:<br />

The protest will be handled by a committee consisting of the convenor of the activity in question, and the<br />

president and vice-president of the athletic council. If there is a referee-in-chief of that sport, the referee-inchief<br />

of the sport will serve on the committee but in an advisory capacity.<br />

Section III:<br />

In the event one of the officers is involved in the dispute, the president will appoint a substitute.<br />

Article X: Refereeing<br />

The Convenor of each activity is responsible for obtaining referees.<br />

Article XI: Awards<br />

Section I:<br />

K.P.A.C. Athletic Conference championship pennants will be presented to winning teams for permanent display<br />

in the school. Ribbons will be awarded to members of all teams, which finish 1st or 2nd. Certificates will be<br />

awarded to members of the championship team.<br />

Section II:<br />

Individual activity ribbons will be awarded to 1st, 2nd, and 3rd place finishers in golf, track & field, and indoor<br />

track; 1st place—4th place for badminton; and 1st place—10th place for X-country.<br />

Article XII: Activity Supervision<br />

Section I:<br />

1) During a home game, a staff site supervisor, other than a coach, must be present at all games involving<br />

spectators. The supervising teacher of the building should identify him/herself to the opposing coach.<br />

2) A teacher must be in charge of the team and be responsible for the conduct of the members of the<br />

team.<br />

3) Failure to provide adequate home supervision may result in the forfeiture of a game, or the removal of<br />

the offending school from a conference tournament/meet, etc.<br />

4) A school is responsible for any damages to school property by its students before, during, and after a<br />

K.P.A.C. activity.<br />

5) The K.P.A.C. is responsible for damages incurred to equipment during the actual competitions, as long<br />

as the damage occurred within the boundaries of the rules governing the competition.<br />

6) The procedural process for resolving any dispute concerning inappropriate behavior or damages to<br />

school equipment by players, coaches, or spectators before, during, or after a K.P.A.C. activity, shall be<br />

as follows:<br />

a) the two schools involved attempt to settle the issue;<br />

b) if unresolved, the athletic council will attempt to resolve the issue;<br />

c) if there is still dissatisfaction, the executive council will rule on the concern.<br />

7) Charging admission during <strong>KPAC</strong> regular season is prohibited. Schools have the option to charge<br />

admission for <strong>KPAC</strong> playoffs or tournaments.<br />

Section II:<br />

Schools in the K.P.A.C. may use coaches who are not members of the teaching staff as coaches for school<br />

teams. The principal will take appropriate steps to appoint coaches who are:<br />

1) responsible adult persons;<br />

2) of sound character;<br />

3) properly prepared;<br />

4) accompanied by a teacher for all home and away interscholastic competitions.<br />

Article XIII: Principal's Role<br />

The role of the principal is agreed to be:<br />

1) responsible for soliciting of supervisors;<br />

2) responsible for soliciting of coaches;<br />

3) shared responsibility for the convenorship of K.P.A.C. activities;<br />

4) shared responsibility for the promotion of the K.P.A.C. within the division, the staff, and the student body.<br />

Badminton Bylaws<br />

Events:<br />

Entries:<br />

The events will consist of men‘s singles, women‘s singles, men‘s doubles, women‘s doubles and<br />

mixed doubles in both the Junior Varsity and Varsity classifications.<br />

Each division is limited to two entries per event.<br />

Players may play in Zone 14 Junior Varsity or Varsity tournament, but not both.<br />

Team placement within pools will be determined based on rankings by individual<br />

schools with the inclusion of performance in all current tournaments that a team<br />

has participated in.<br />

Sites:<br />

Venue 1 - Girls singles, doubles & mixed doubles<br />

Venue 2 - Boys singles & boys doubles.<br />

As governed by the Canadian Badminton Association and/or MHSAA Badminton guidelines,<br />

except where specified.<br />

Etiquette - The Honor system shall be used throughout the tournament.<br />

- line calls – if a player is uncertain of a call on their side of the court, the benefit of doubt<br />

should go to the opponent.<br />

- if an issue cannot be resolved between the competitors during a game/match, only<br />

players may call for an official.<br />

Junior Varsity Tournament – to be held Monday and Wednesday<br />

Varsity Tournament – to be held Tuesday and Thursday<br />

Entries are seeded in 4 pools according to zone entries. (Max. 4 Pools).<br />

Any withdrawals, which impacts the total number of entries, must be phoned in to the<br />

Convener by 8:00 a.m. of the competition day.<br />

Split players according to coaches rankings.<br />

Have the higher ranked players in separate pools<br />

Separate players from the same school as much as possible so they are not playing<br />

against each other in the round robin.<br />

Pool Format – Round Robin: Each entry plays a single 21-point game against all entries in that pool.<br />

‣ 4 Pools: when there are 20 or more entries, top 2 in each pool advance to the playoffs.<br />

‣ 2 Pools when there are between 10 – 19 entries, top 4 in each pool advance to the<br />

playoffs.<br />

‣ 1 Pool: when there are 9 or less entries, top 8 advance.<br />

Playoff Format – the top entries from each pool (see # of pools above) will advance to a double elimination<br />

playoff tournament.<br />

- Games #1 – 10 will be a single 21-point game.<br />

- Games #11-15 will be a Best of 3 Match.<br />

Tie Braking Procedure:<br />

If 2 teams are tied for first place, winner in round robin play between tied teams finishes first.<br />

If 2 teams are tied for second place, then a one game 21-point play-off will be played to decide second<br />

place.<br />

If 3 teams are tied for first place, points for and against decide first place between the 3 tied teams<br />

involved. The other 2 teams will play-off a one 21-point game for second place.<br />

If 3 or more teams are tied for second place, points for and against between the tied teams will decide<br />

who receives a bye, the teams will then play-off a one 21-point games starting from the lowest finished<br />

teams determined by point for and against . The winner immediately plays the next team who<br />

received the bye for second place.<br />

Avoid 1 st round playoff matches between players from the same school in the 1 st round by placing them<br />

in appropriate pools<br />

If 3 or more teams are tied for second, third or fourth place, points for and against between the tied<br />

teams will decide who receives a bye, the teams will then play-off a one 21-point games starting from<br />

the lowest finished teams determined by points for and against. The winner immediately plays the next<br />

team who received the bye for that specific place.<br />

If 2 teams are tied for fourth place, then a one game 21-point play-off will be played to decide fourth<br />

place.<br />

If ties are still encountered, advancement will be based on points for and against between from the<br />

whole round robin.<br />

team who received the bye for that specific place.<br />

If 2 teams are tied for eighth place, then a one game 21-point play-off will be played to decide fourth<br />

place.<br />

*a player/team will not be eliminated from advancing to the playoffs by points for and against. A playoff<br />

game will determine advancement.<br />

In the event of tied teams having the same plus – minus, points for and against in the whole round<br />

robin will determine positions to advance.<br />

Badminton Scoring System:<br />

Point System – Points will be awarded from the playoff elimination tournament as follows:<br />

1 st Place 8 points<br />

2 nd Place 7 points<br />

3 rd Place 6 points<br />

4 th Place 5 points<br />

5 th & 6 th Place 3.5 points each<br />

7 th & 8 th Place 1.5 points each<br />

Awards:<br />

Ribbons will be awarded to the top 4 finishers in each event.<br />

Championship banner(s) will be awarded to the school(s) that accumulates the most points in<br />

each category at both the Junior Varsity and Varsity level.<br />

Badminton Convenor Guidelines<br />

Pre-Season Planning: (September)<br />

Call hotels and get them to hold approx. 15-20 rooms for the night before provincials and the nights of.<br />

Book gyms (12 courts is ideal) for the last week in April (Monday-Thursday 3:30pm-10pm). Suggested<br />

locations: Maples, MBCI, R.E.C and Chief Peguis<br />

Order Mavis 300 birdies (provide them for games and warm ups). <strong>KPAC</strong> will pay for them.<br />

May need to call the provincial convener to request permission to finish the zone playoffs a day later<br />

than the deadline set in the MHSAA handbook.<br />

Pre-Season Planning: (February)<br />

Send out intent form and provincial information approximately one month in advance.<br />

Intent forms:<br />

Ask for the names of coaches and teacher supervisors.<br />

Make sure coaches have ranked their players. They should answer the following questions.<br />

What tournament(s) did this athlete compete in? What was the placing(s)?<br />

Which athletes play club badminton?<br />

(It would also be helpful for them to provide other relevant information ie. expected to place in the top<br />

3 at <strong>KPAC</strong>, etc.)<br />

Remind coaches they are required to hand in eligibility forms before the tournament (printed from the<br />

MHSAA website).<br />

Provincial Information for Coaches:<br />

Send out provincial and wildcard information to coaches (info in MHSAA handbook) ASAP<br />

They MUST be prepared to tell you at <strong>KPAC</strong> if their players can attend provincials or not. Players may<br />

not substitute members of a team in provincials. If a first, second, or third place team can‘t go, the next<br />

placed player/team will be invited.<br />

Tell them you have held some rooms at provincials but it‘s up to the coaches to book them.<br />

In-Season Tasks: (April)<br />

Receive entry forms one week prior to <strong>KPAC</strong> tournament.<br />

Receive eligibility forms before the tournament.<br />

In developing the draw consider previous year‘s results and info on intent forms. Make up draw<br />

according to <strong>constitution</strong>.<br />

Don’t make changes after 8:00AM on competition day. Otherwise you won’t have enough time to<br />

get everything else done.<br />

Fill out all score cards prior to tournament (get class coverage if possible). Give scorecards to players<br />

right before their game. They fill out the score, circle the winner and bring it to the table TOGETHER (to<br />

show both players are in agreement).<br />

Have a coaches meeting just before the start of the tournament.<br />

SUBSTITUTIONS: in <strong>KPAC</strong> a player cannot substitute or fill in for another player after the<br />

tournament has begun. Substitution due to illness/injury after the deadline is up to the discretion<br />

of the convenor. A player may only compete in one category and at one level.<br />

Use score clock to indicate what which 2 games are on deck (one from each category to give players a<br />

rest in between games).<br />

Must have 2 adults at each location running the results table, not just student helpers.<br />

Use info provided in badminton kit.<br />

Hand out ribbons on site.<br />

Present banners and do the <strong>KPAC</strong> awards speech.<br />

**Send results to MHSAA immediately after tournament and tell them who will be attending<br />

Basketball Bylaws<br />

Tiering:<br />

For both junior varsity and varsity teams<br />

Each school must declare which tier the team will play by the date determined by the convener. Schools<br />

would also be required to determine their gym availability as well as ―no play dates‖ by the set date,<br />

and forward that information to the basketball convener.<br />

Each tier shall have a minimum of 4 teams. A tier shall be dissolved if it has less than 4 teams.<br />

League play will be composed of games as follows:<br />

If 7 teams in a tier - double round robin; home and home<br />

6 teams in a tier - double round robin; home and home<br />

5 teams in a tier - triple round robin<br />

4 teams in a tier - triple round robin<br />

Varsity Girls and Boys games will be held on the same night.<br />

Junior Varsity games will be held on the same night.<br />

Girls will play first on Monday and Tuesday nights, boys will play first on Wednesday and Thursday<br />

nights.<br />

Game times will be 6:00 and 7:30.<br />

Any tier two team may declare their intention to play in the tier one play offs by Jan. 31 st of that<br />

season.<br />

Teams declaring to move up to tier 1 for the playoffs would forfeit their opportunity to play in tier 2<br />

playoffs.<br />

Those tier two teams shall be seeded at the bottom in the tier one playoffs.<br />

Banners will be made for Tier 1 and Tier 2 championships.<br />

Playoffs: All teams make the playoffs – 1-4 placing gets a bye first round; 5-12 playoff-then elimination 8<br />

team playoff.<br />

Playoff Sites:<br />

Playoffs to be played at home site of higher placing finisher.<br />

Ties: Will be broken using current FIBA guidelines.<br />

Basketball Convenor Guidelines<br />

Pre-Season Planning: (October)<br />

Intent forms sent out by mid-October. Return deadline by mid-November to give at least 3-4 weeks to<br />

make schedule.<br />

Remind Phys. Ed departments that ―no play dates‖ are to be legit school related reasons. I.e. Band<br />

concert, honor roll, parent teachers.<br />

o As Constitution states: No play dates are to be set at one fewer than the difference between<br />

possible number of dates and the number of dates needed to complete season schedule.<br />

Example 14 possible dates to play with 10 league games. You can only give a max<br />

of 3 no play dates.<br />

Make up schedule by working backwards from Provincial dates.<br />

Use a big calendar to plan out schedule. Marking down no play dates, no gym dates.<br />

Balance home and away games. Refer to last year‘s schedule.<br />

Try to have double headers as often as possible.<br />

Create email list of coaches and teacher supervisors.<br />

Should collect eligibility forms in case you need them.<br />

Send out email addresses of media and website to ensure they have them.<br />

Cross-Country Bylaws<br />

1. There will be two races with two chutes: one chute for varsity and one chute for junior varsity. All the boys<br />

will run together, all the girls will run together.<br />

2. An unlimited number of competitors will be allowed from each school.<br />

3. The first five finishers from each school will count for team score, regardless of number of athletes<br />

competing from that school.<br />

4. Four meets will make up the season.<br />

5. The championship in each category will be based on the accumulated team totals of the three lowest team<br />

scores from the four meets.<br />

TIES: If 2 schools are tied, the team with the lowest 5 th place runner in the final race will win.<br />

6. The distances for the meets shall be:<br />

a) Junior boys: 4000m, 4500m, 5000m, 5000m<br />

b) Senior boys: 4000m, 4500m, 5000m, 5000m<br />

Curling Bylaws<br />

Rules:<br />

a) Rules of the Manitoba Curling Association (MCA) shall apply except where specified.<br />

b) All games will be 8 ends; 1 hour and 40 minute bell.<br />

c) Teams will be allowed to compete with 3 players.<br />

d) Allow one time out at anytime during the game as well as the fourth end break.<br />

e) A teacher must accompany teams from their school for supervision purposes. That teacher may also serve<br />

as the coach.<br />

f) No headwear is allowed. An established consequence for teams not complying with this rule.<br />

Steps to follow if a team/player is not complying:<br />

Entry:<br />

1. A warning from the opposing coach prior to the start of the game. If the team/player does not<br />

comply a default against the offending team, resulting in (8- 0) for the opposite team.<br />

2. The convenor is called about the offense and records. The appropriate win for the opposing team.<br />

a) Each school may enter one girls‘ and one boys‘ team.<br />

b) Each team will consist of 4 players plus one alternate.<br />

Competition:<br />

a) Competition will be a single round robin.<br />

If there are 4 teams or less (girl‘s or boys‘) competition will be a double round robin.<br />

b) Both the boys‘ and girls‘ teams from a school should be scheduled to play against the same opponent<br />

school, on the same night, at the same club. ie school double header.<br />

The convener will be responsible to organize a coaches meeting (by the end of the 2 nd week in October)<br />

prior to the season to discuss and review details such as:<br />

a. Practice ice available prior to league play if desired. Teams can request up to 3 practice times.<br />

b. Minimum number of ends played or not<br />

c. Review <strong>KPAC</strong> by-laws, tie breaking procedures, etc<br />

d. Make coaches aware of MHSAA deadlines for eligibility and wildcard applications<br />

e. Utilization of players – number of players on a team, usage of alternates, etc.<br />

The convener is responsible for booking hotels for provincials if they are out of town as early as possible<br />

(first week of school).<br />

The convener will draw up and distribute the round robin and playoff schedules within one week of the<br />

coaches meeting.<br />

Rules of the Royal Canadian Golf Association and local golf course rules will be in effect for the competition.<br />

Local rules will be distributed to participants prior to tee-off<br />

Each team will consist of four members. The three lowest gross scores will be used as the school total.<br />

The lowest score will be declared as the winner. In the case of a tie, the fourth player will be used<br />

In the case of a tie, for first place overall, in the team event, all four (4) golfers scores will be used. IF all<br />

four (4) golfers are still tied, then sudden victory playoff will be played with all four (4) players on each<br />

team. (all four (4) golfers will be used in the playoff). NOTE: If the Golf course management does not<br />

allow play off holes, a countback system will apply.<br />

If is the responsibility of the coach to have the team present for the tee-off. If a team is late the convenor<br />

does not have to reschedule the late team.<br />

Each foursome will consist of at least two different schools. They are to switch scorecards and mark the<br />

opposition‘s score. The convenor is to settle any discrepancies reported. Each scorecard is to be signed by<br />

the player and attested by the scorer. Any incorrect score will result in a disqualification of the score from<br />

the team score<br />

Each school participating must have a teacher, supervisor/coach present at the competition. The coach is<br />

responsible for the behaviour of the school team(s).<br />

Each school may enter one girls‘ and one boys‘ team.<br />

Each team will consist of 4 players although teams will be allowed to play with three. An alternate may be<br />

used if placed on the eligibility sheet when sent to the convenor.<br />

represent K.P.A.C. at provincials.<br />

Each team must submit team entries to the convenors and eligibility sheets to M.H.S.A.A. according to the<br />

dates set out on the entry form.<br />

Competition:<br />

A golf round should consist of no less than 18 different holes of golf.<br />

The golf course of choice must have at least 2 par five holes, 2 par three holes, and at least 10 par four<br />

holes.<br />

Dress Code:<br />

All teams will abide by the dress code of the host golf club. In general this means no jeans, cutoffs, muscle<br />

shirts, spandex, or sweats.<br />

Golf Convenor Guidelines<br />

Pre-Season Planning: (May/June)<br />

You must first check to see when the provincial golf championships will be held. Call or email MHSAA<br />

for the information.<br />

As per the <strong>KPAC</strong> <strong>constitution</strong>, the <strong>KPAC</strong> tournament must be 10 days prior to that day.<br />

<strong>KPAC</strong> golf championship needs to be held in the first two weeks of classes in September. Everything<br />

needs to organized and ready to go in June.<br />

Book at a golf course. Make sure the golf course meets the requirement of the <strong>KPAC</strong> <strong>constitution</strong> (a<br />

certain number of par 5‘s, par 4‘s and par 3‘s).<br />

Because of the time constraints and unpredictability of weather, book a rain date as well.<br />

In-Season Tasks: (September)<br />

On the first day back, email all schools the information again and have schools let you know whether or<br />

not they will have a team by the first <strong>KPAC</strong> meeting. This is to give you a general idea of how many<br />

golfers there will be.<br />

A day or two prior to the tournament have the team registrations due.<br />

Check weather forecasts for the day that you have planned to ensure that the tournament will happen<br />

on the planned day.<br />

Let the golf course know approximately how many golfers there will be.<br />

Once you have all the registrations, make grouping and determine which hole they will start on. I would<br />

just write out Springfield #1 paired with MBCI #2. The coaches can choose which team members are<br />

golfing together.<br />

Figure out what you will use to show scores. I had created a chart so that at the end all golfers could<br />

see where their team placed and how they placed individually.<br />

The day of the <strong>KPAC</strong> golf tournament:<br />

Make sure the weather is appropriate for a golf tournament.<br />

Fill out scorecards with team names.<br />

Check with golf course official about conditions of the course and determine any if any stakes need to<br />

be changed or rules you would like for the tournament. (winter rules, changing stakes on water holes<br />

to speed up pace of play, which tees to use, etc)<br />

Conduct a coaches meeting prior to the tee off times going over rules that will be used for the day<br />

and hand out score cards to coaches.<br />

Help to get teams organized and to their proper holes.<br />

Once the round has started, circulate the golf course for any questions or ruling that the kids may<br />

have.<br />

When the round is over, tally up scores and mark them on the board.<br />

Conduct the awards ceremony afterwards.<br />

After the <strong>KPAC</strong> golf tournament:<br />

Determine who and which teams are eligible for provincials.<br />

Email coaches the information about provincials.<br />

Get all the necessary information from coaches and register all golfers and teams into the provincial<br />

championships<br />

Soccer Bylaws<br />

Both the boys and girls soccer leagues are to be organized and played in the spring, to be in sync with the<br />

MHSAA provincial tournament<br />

Rules<br />

The games will follow the rules of the Canadian Soccer Association, except where specified<br />

The duration of the game will be two equal periods of 35 minutes each.<br />

There will be unlimited substitution<br />

Game sheets will be used listing all player violations and results. The coach of the home team is<br />

responsible for ensuring that the game sheet is completed and forwarded to the league convenor.<br />

School colors must be worn by all team members. Soccer boots or running shoes must be worn by all<br />

players.<br />

Any player ejected from a K.P.A.C. soccer match by the referee will be suspended from the next K.P.A.C.<br />

soccer game in which the school participates.<br />

League Format:<br />

a) When there are 10 or more teams: split teams into 2 pools<br />

b) Game roster and eligibility will be unlimited.<br />

c) Regular season Ties will not be broken<br />

d) Tie-breaking rules apply as in the Canadian Soccer Association with the following exception:<br />

a. 2 seven and half minutes overtime periods followed by a penalty shoot-out (if necessary).<br />

d) When there are 9 or fewer teams: play a single round robin.<br />

Playoff Format: When the league is 2 pools:<br />

a) Top 4 teams in each pool make playoffs, with a cross over between pools. 1 st vs 4 th ; 2 nd vs 3 rd .<br />

b) Single quarter final and semifinal game will be played at the home field of the higher place finishing<br />

Where cancellations are known in advance, the MSA Referee Development Coordinator is to be informed<br />

by an authorized MHSAA representative/Convenors of the cancellation, no later than 24 hours in<br />

cancelled, the MSA Referee Development Coordinator must be contacted by 12:00 pm the<br />

previous Friday.<br />

Cancellation of Games by Game Officials<br />

Insufficient players after 15 minutes from scheduled start time( see <strong>KPAC</strong> soccer)<br />

No Shows by either team<br />

Where games are unable to be played due to adverse weather conditions<br />

Where games are unable to be played due to field conditions (such as insufficient line markings, grass<br />

uncut, or too long, etc.). MAKE SURE YOUR FIELDS ARE LINED BEFORE YOUR FIRST<br />

Game Sheets:<br />

It is the responsibility of the school listed on the master schedule as the HOME TEAM to provide a<br />

game sheet. Both teams must completely fill out the game sheet prior to the start of the match. I<br />

would advise that teams keep spare scoresheets on hand just in case.<br />

Game sheets will be distributed once received from MHSAA.<br />

Player Cards:<br />

Each team must produce their team sheet of player cards prior to the start of the match. In<br />

order to participate, each player must have a photo Id player card. No Card, No Play. Please<br />

use template provided<br />

Referees will not retain the player card in the case of a dismissal but will report the dismissal to the<br />

Zone Convenor (that's me). Should an assault on a match official or a game having to be abandoned due<br />

to extraordinary incidents (violence/brawls), the referee will retain the entire roster and contact the Zone<br />

Convenor concerning the situation and make arrangements with regard to the team roster.<br />

Game Ball and Field Maintenance:<br />

The HOME TEAM is responsible for providing at least one suitable match ball. Should a team fail to have<br />

an appropriate ball; the Referee will acquire a match ball from the away team but mark it on the game<br />

sheet to inform the Zone Convenor.<br />

The HOME TEAM must ensure that the field is ready for play including having the necessary field<br />

markings, one goal nets, and corner flags. The AWAY TEAM must provide the other goal net<br />

Supervision:<br />

Teams must have a coach on the bench and a staff supervisor present at the field by kickoff time.<br />

Injuries have to be treated by a person of the same gender.<br />

Length of Games:<br />

All Urban MHSAA Games will start at 4:45 p.m. and must be completed by 6:00 p.m. due to field time<br />

usage limitations. If the referee is present in advance and both teams agree to start early, the match<br />

may commence prior to the scheduled 4:45 p.m. kickoff. If teams are not ready by the scheduled kickoff<br />

time, the referee will reduce the length of each half to compensate for lost time in order to get the<br />

match played.<br />

Conflicting Jersey Colours:<br />

When the referee believes a colour conflict exists the HOME TEAM must change their jerseys. Please<br />

make sure jerseys match and have appropriate numbers on the back<br />

Players Equipment & Jewelry:<br />

A player must not use equipment or wear anything that is dangerous to himself/herself or another<br />

player (including any kind of jewelry).<br />

Items of jewelry such as medic alert bracelets can be permitted provided they are covered up as they<br />

are worn for medical reasons.<br />

With regard to knee braces, the referees are to inspect the braces to make sure there are no sharp<br />

edges or obvious problems. If they find them dangerous they can prevent a player from participating if<br />

they find the equipment is not safe.<br />

A player may use equipment other than the basic equipment provided that its sole purpose is to protect<br />

him physically and it poses no danger to him or any other player.<br />

2008-09 was the first year of tiering in <strong>KPAC</strong> volleyball. Only the varsity teams were tiered. In the 2011-<br />

2012 season, both junior varsity and varsity teams will be tiered.<br />

Schools must indicate which tier they want to compete in by the date set by the convener (usually the start<br />

of the second week in September)<br />

Schools must inform the convener of their ―no play dates‖ by the date set by the convener.<br />

The second match on any evening will start no earlier than 15 minutes after the completion of the first<br />

A Tier 2 team can declare their intention to play in the Tier 1 playoffs by the midpoint of the season (Date<br />

to be set by convener).<br />

Tier 2 teams who move up to play in the Tier 1 playoffs cannot play in Tier 2 playoffs.<br />

Tier 2 teams who decide to play in the Tier 1 playoffs will be seeded at the bottom in the Tier 1 playoffs<br />

Winners of both Tier 1 and Tier 2 will get Championship banners.<br />

Tiered Playoff Format<br />

All teams in both tiers make the playoffs.<br />

The playoff format will be determined based on the number of teams in a tier<br />

7 teams – 1 st place team gets a bye to semi-finals<br />

6 teams – 1 st and 2 nd place teams get byes to semi-finals<br />

5 teams – 1 st , 2 nd and 3 rd place teams get byes to semi-finals; 4 th and 5 th place teams play-off for birth<br />

in semi-finals.<br />

Non-tiered Varsity or JV League Play<br />

Teams would participate in a round-robin league with the top four teams advancing through the first round of<br />

playoffs.<br />

Playoffs in Non-tiered Format<br />

In Junior Varsity and a non-tiered varsity league, all teams qualify for the play-offs after playing a roundrobin<br />

league schedule<br />

The playoff format will be determined by the number of teams participating.<br />

12 teams – top four teams advance to the quarter-finals<br />

11 teams – top three teams advance to the quarter-finals<br />

10 teams – top two teams advance to the quarter finals<br />

9 teams – top team advances to the quarter-finals<br />

8 teams – all teams take part in quarter-finals.<br />

7 teams – 1 st place team gets advances to the semi-finals<br />

Hosting of Playoffs<br />

In each division the higher placed team hosts the playoffs until the finals.<br />

The Junior Varsity and Varsity finals are played on two separate nights.<br />

2009-10 The JV and Varsity finals were hosted by the highest ranked girls‘ team.<br />

2010-11 The JV and Varsity finals will be hosted by the highest ranked boys‘ team.<br />

2011-12 The JV and Varsity finals will be hosted by the highest ranked girls‘ team<br />

Note: If the top ranked team does not advance to the final, the highest ranked advancing team would then host<br />

the finals.<br />

Awards<br />

In each division the Championship team will receive a zone banner along with first place ribbons. The finalists<br />

will receive second place ribbons.<br />

Volleyball Convenor Guidelines<br />

Pre-Season Planning: (September)<br />

Letter of Intent forms need to be submitted by each school by the end of the first week of school in September.<br />

Information that needs to be solicited in the Letter of Intent includes the following:<br />

1. Name of school<br />

2. Teams participating from that school<br />

3. Which tier they wish to compete in<br />

4. Current contact information for coaches of each team – cell number, email address etc.<br />

5. No play dates<br />

6. Gym not available dates<br />

The schedule needs to be drawn up and it is suggested that the following need to be part of that process:<br />

1. Determine when the varsity and junior varsity provincial championship dates are and work backwards<br />

from those dates to determine when league playoffs need to take place.<br />

2. On a master calendar, place all the no play dates and gym not available dates.<br />

3. Have a look at the previous year‘s schedule, not for the purpose of copying it but to ensure that schools<br />

are given a fair schedule with respect to home and away games and to ensure that in the event of an<br />

unbalanced schedule, teams are not repeating the same home and away pattern of the previous<br />

season.<br />

4. Go over the schedule to ensure that each team has the required number of matches – home and away<br />

(there is no short cut – count them and record each team‘s home and away games).<br />

5. Send a draft of the schedule to all the coaches but remind them that they are not to copy the schedule<br />

and circulate it. You can put DO NOT CIRCULATE on the top of the schedule to highlight that.<br />

6. Make sure that you always know which is your Current Schedule, the one with the most<br />

recent changes. Develop a system of making changes to your schedule and noting which changes<br />

are tentative and which are final. It is easy to make the mistake of using a schedule you think is the<br />

most recent, updated schedule, whereas you may actually be using a schedule that does not contain<br />

certain changes.<br />

7. When you think you have a FINAL schedule, circulate it to all the coaches, and Phys Ed staff and to the<br />

one who assigns officials.<br />

Create Excel spreadsheets for each league and Tier to record the scores that are submitted daily.<br />

Create folders within your email so that you can organize the large number of emails that will be sent<br />

your way every day. (EG. JV girls Tier 1, JV girls Tier 2, JV boys Tier 1 etc.)<br />

Since our zone has a very good website it is really not necessary to circulate Updates to the coaches since that<br />

is available by simply looking at our web site.<br />

Ensure all the coaches are reminded about the MHSAA deadlines for Wildcard Applications and Graduating<br />

all-star nominations<br />

Playoffs:<br />

As the season nears the end, it is important that you put together playoff draw templates for each league.<br />

1. As it becomes clear how teams will place in their respective tiers, you can start to fill in the playoff<br />

draws. Once they are complete, they should be circulated to the coaches so they can make sure things<br />

are laid out properly.<br />

2. Ensure that Ed Toews edtoews@mvoa.ca (255-7909) knows when and where playoff games are being<br />

held. He assigns officials on Friday for the following week so he likes to know by Friday; however,<br />

sometimes with the playoff picture being determined one day in advance, he is prepared to make last<br />

minute assignments, but don‘t count on it.<br />

3. Make sure ribbons and banners are given to the coaches and venues where certain playoffs are being<br />

held. Make contact with the coaches and ensure that someone will be there to make the presentations<br />

in case you are committed to coaching a team or supervising a venue which prevents you from being<br />

there. (With more than one tier and multiple championships, the convener can‘t be in more than one<br />

place at a time.)<br />
