6. Mandatory Enhanced Security Clearance<br />
It is understood that an enhanced security clearance may be required as a condition of employment<br />
for I and IT professionals employed in ERDC.<br />
7. Posting and Filling vacant positions<br />
It is agreed that all vacancies for positions within the I&IT enterprise, including ERDC, will be<br />
posted and filled in accordance with the provisions of Article 6, subject to the following:<br />

(f)<br />
(g)<br />
(h)<br />
The Employer may use a mass centralized recruitment approach to fill vacancies for<br />
positions within the I&IT enterprise.<br />
With respect to vacancies set out in paragraph (a) above, in addition to the posting<br />
requirements under Article 6.1.1, 6.1.2 and 6.2, the Employer may post potential permanent<br />
and/or temporary opportunities within respective I&IT job families that may exist over the<br />
next 12 month time period. The posting shall state the duties, nature and title of the<br />
position(s), qualifications required, full or part time status, permanent or temporary status,<br />
bargaining unit status, hours of work schedule, salary ranges of the classifications within<br />
the job family and travel expectations of the opportunities within that job family. The<br />
Employer shall have identified on the original posting that it may be used to fill positions in<br />
the job family that may occur over the 12 month time period. The posting period will be<br />
for at least ten days prior to the established closing date. This closing date may be extended<br />
should the employer determine that there is an insufficient number of potential qualified<br />
candidates.<br />
If the Employer posts in accordance with paragraph (b), it will establish an eligibility list of<br />
qualified candidates for each classification level within each job family based on the results<br />
of a competitive process. The parties agree that the development of eligibility lists will be<br />
in accordance with Articles 6.3.<br />
The Employer shall advise candidates of their individual rank order upon the completion of<br />
the competitive process under paragraph (b).<br />
The Employer will hire qualified candidates from the eligibility lists for each classification<br />
level within each job family developed under paragraph (b) in accordance with Article<br />
6.1.2. Should the most qualified employee elect not to accept the job offer, that employee<br />
shall remain eligible and retain his/her rank for further offers under this process.<br />
The parties agree that it will continue to be the practice that the Employer shall obtain a<br />
valid surplus clearance number prior to filling a position under paragraph (e).<br />
Where the Employer posts in accordance with paragraph (b) and if no qualified applicants<br />
accept a job offer for a specific position made pursuant to this process, then the Employer<br />
shall provide new or existing candidates internal to the OPS with the opportunity to<br />
participate in a restricted competitive process. The process shall be held in accordance with<br />
Article 6 of the collective agreement, with the modification that the Employer shall post the<br />
vacancy for the position for a period of at least five (5) working days.<br />
The parties can agree at any time to review the above process and mutually agree on<br />
amendments.<br />
