He returned to Luang Nam Tha <strong>in</strong> 1999 sett<strong>in</strong>g up a<br />

company called Friend of the Upl<strong>and</strong> Farmer which had<br />

to start almost from scratch, identify<strong>in</strong>g markets which<br />

farmers could grow for profitably. Ideally FUF is look<strong>in</strong>g for<br />

a range of crops that keeps fields <strong>in</strong> production all year.<br />

Inspiration lies north across the border <strong>in</strong> Ch<strong>in</strong>a.<br />

“Farmers there don’t have a rice shortage, they’re<br />

better off, they typically have four or five crops: rice,<br />

tea, cardamom <strong>and</strong> some cash crops like watermelons.<br />

They’re pretty well off, every <strong>in</strong>ch of ground is cultivated,”<br />

says Dutton, a bearded American who came to Southeast<br />

Asia <strong>in</strong> the 1980s as a volunteer help<strong>in</strong>g Hmong refugees<br />

<strong>in</strong> Thail<strong>and</strong>.<br />

F<strong>in</strong>d<strong>in</strong>g that magic mix for Luang Nam Tha is challeng<strong>in</strong>g<br />

because the prov<strong>in</strong>ce is mostly mounta<strong>in</strong>s with th<strong>in</strong> soils<br />

vulnerable to erosion. Logistics multiply the headaches,<br />

add<strong>in</strong>g bills. Though conditions are better now, it will be<br />

some years yet before blacktop roads <strong>and</strong> electricity reach<br />

most villages.<br />

“There’s only so much you can do <strong>in</strong> agriculture with<br />

hillsides. You’ve to got to look at tree crops which is why<br />

the prov<strong>in</strong>ce has gone for rubber. You can get <strong>in</strong>to tea,<br />

coffee, cardamom, jatropha, but the logistics <strong>and</strong> the<br />

markets are difficult for us <strong>and</strong> the farmers, the markets<br />

are difficult for us <strong>and</strong> the farmers,” he says.<br />

FUF’s first targets were cardamom <strong>and</strong> forest produce<br />

like mushrooms <strong>and</strong> barks, despite the burdens of export<br />

taxes <strong>and</strong> fees. Coffee’s prospects are dim because the<br />

altitude only suits robusta which would mean go<strong>in</strong>g up<br />

aga<strong>in</strong>st the low-cost Vietnamese.<br />

Now FUF’s biggest crops are corn, harvested <strong>in</strong> December<br />

<strong>and</strong> April, <strong>and</strong> soya beans, which are pulled from fields<br />

<strong>in</strong> May. January sees villagers out scyth<strong>in</strong>g broomgrass,<br />

<strong>in</strong> March its rice, though ma<strong>in</strong>ly for their families. Come<br />

August some are pick<strong>in</strong>g cardamom. “F<strong>in</strong>d<strong>in</strong>g products<br />

has been difficult, but we’ve received a lot of enthusiasm<br />

from villagers want<strong>in</strong>g to plant corn, soya bean, <strong>and</strong> other<br />

products,” says Dutton.<br />

Most produce is sold to customers <strong>in</strong> Ch<strong>in</strong>a, Thail<strong>and</strong><br />

<strong>and</strong> Vietnam at the border for cash, reflect<strong>in</strong>g low (but<br />

<strong>in</strong>creas<strong>in</strong>g) volume, <strong>in</strong>adequate <strong>and</strong> <strong>in</strong>efficient formal<br />

trad<strong>in</strong>g practices <strong>and</strong> grow<strong>in</strong>g, but still th<strong>in</strong>, knowledge of<br />

potential customers <strong>and</strong> markets.<br />

Pigeon pea, which sells for around 1,200 kip ($0.12) per<br />

kilogram, is <strong>in</strong> dem<strong>and</strong> for animal feed, a good long-term<br />

prospect because <strong>in</strong>creas<strong>in</strong>gly wealthy Ch<strong>in</strong>ese are eat<strong>in</strong>g<br />

more meat, especially pork.<br />

Dutton is hopeful about the prospects for cardamom. “The<br />

prices of the Gu<strong>and</strong>ong variety which we were promot<strong>in</strong>g<br />

were high last year. We’ll cont<strong>in</strong>ue on with that, it’s a viable<br />

product.”<br />

Sesame production is grow<strong>in</strong>g <strong>and</strong> niches are open<strong>in</strong>g up.<br />

“We were asked if we could do the promotion, the extension<br />

<strong>and</strong> so on for <strong>in</strong>digo. Now we’re the only ones do<strong>in</strong>g <strong>in</strong>digo,<br />

nobody’s try<strong>in</strong>g to beat us, but we can’t have a wide impact<br />

with it,” says Wessel Huisjes, a Dutch tropical agriculture<br />

specialist advis<strong>in</strong>g projects <strong>in</strong> <strong>Lao</strong>s for most of the last<br />

decade who now consults for FUF.<br />

Indigo produces a vibrant dye used <strong>in</strong> textiles <strong>and</strong> garments.<br />

FUF is also encourag<strong>in</strong>g farmers to raise t<strong>in</strong>y sticklac beetles,<br />

which when crushed release a strong red dye sell<strong>in</strong>g for<br />

10,000 kip per kilogram. Sticklac is nurtured on bushes<br />

where it produces a res<strong>in</strong> that draws prices as high as 18,000<br />

kip per kilogram on the back of dem<strong>and</strong> from Ch<strong>in</strong>a.<br />

Rais<strong>in</strong>g livestock is another opportunity FUF wants to explore,<br />

<strong>and</strong> not just to meet the grow<strong>in</strong>g appetites of Ch<strong>in</strong>ese meat<br />

eaters. Concerns are grow<strong>in</strong>g over the prov<strong>in</strong>ce’s food<br />

security as more <strong>and</strong> more fields turn <strong>in</strong>to rubber plantations<br />

to feed the dem<strong>and</strong>s of Ch<strong>in</strong>ese <strong>in</strong>dustry.<br />

Know-how<br />

Cultivat<strong>in</strong>g crops has been challeng<strong>in</strong>g because farmers <strong>in</strong><br />

the districts of Nam Tha, Wieng Phu Kha, <strong>and</strong> Na Le cannot<br />

afford to buy seeds, advice <strong>and</strong> where necessary fertilizer<br />

<strong>and</strong> pesticides. While they are experts at pluck<strong>in</strong>g produce<br />

from the forest <strong>and</strong> tend<strong>in</strong>g traditional crops, they lack the<br />

know-how necessary to grow commercial crops profitably.<br />

To overcome these barriers FUF contracts the farmers,<br />

typically giv<strong>in</strong>g them the seeds <strong>in</strong> return for the right to buy the<br />

crop at a certa<strong>in</strong> price which reflects the cost of the seeds.<br />

It is a novel idea for most farmers, some see no reason why<br />

they should not sell their crops to pass<strong>in</strong>g traders if they<br />

offer higher prices than the contract.<br />

Corn is the crop most vulnerable to offers from traders. In<br />

the absence of disease or bad weather FUF has a good<br />

idea of losses, which have run as high as 40 percent for<br />

some companies, because one kilogram of corn seed<br />
