Rapid expansion <strong>in</strong> recent years is set to slow, if not halt<br />
because of the capital crunch. “To come up with the money<br />
as we cont<strong>in</strong>ue grow<strong>in</strong>g is go<strong>in</strong>g to become difficult. We’re<br />
doubl<strong>in</strong>g <strong>in</strong> size every year,” says Huisjes.<br />
Adds Dutton: “We’re pretty maxed out right now, what<br />
we’d like to see is more efficient production. We’re pretty<br />
stretched.”<br />
A new source of f<strong>in</strong>anc<strong>in</strong>g is however on the horizon<br />
reflect<strong>in</strong>g processors concerns to secure supply. “Thai <strong>and</strong><br />
Ch<strong>in</strong>ese <strong>in</strong>vestors want to make contracts with us, <strong>in</strong> which<br />
they would give us money <strong>in</strong> advance <strong>in</strong> order to lock <strong>in</strong>to a<br />
certa<strong>in</strong> amount of product. Most other entrepreneurs do it<br />
<strong>in</strong> Bokeo, Xa<strong>in</strong>gabouri <strong>and</strong> elsewhere,” says Dutton.<br />
Though that would mean compromis<strong>in</strong>g some of FUF’s<br />
cherished freedom which should, if it had the capital, allow<br />
it to sell to the highest bidder at the right time.<br />
Burdens <strong>and</strong> constra<strong>in</strong>ts<br />
S<strong>in</strong>ce March another headache has grown to probably<br />
equal that caused by the dearth of capital. “The problem<br />
we face is that our annual bus<strong>in</strong>ess license has not been<br />
approved for three years now. Normally they are issued <strong>in</strong><br />
January <strong>and</strong> we usually received ours <strong>in</strong> April. The prov<strong>in</strong>cial<br />
government changed half-way through 2005. When we<br />
went to pay taxes for 2006 the officials said they were go<strong>in</strong>g<br />
to conduct an evaluation. They tell us they’re wait<strong>in</strong>g for<br />
the central level, but the central level passes it back to the<br />
prov<strong>in</strong>ce,” says Wessel.<br />
As of August no resolution was <strong>in</strong> sight. “It hasn’t affected<br />
us too much yet, but <strong>in</strong> a way you could say we’ve been<br />
pushed <strong>in</strong>to operat<strong>in</strong>g illegally. However, the prov<strong>in</strong>ce has<br />
stopped us from exp<strong>and</strong><strong>in</strong>g <strong>in</strong> rice because we don’t have<br />
our licenses. We’re still do<strong>in</strong>g bus<strong>in</strong>ess but the uncerta<strong>in</strong>ty<br />
is wear<strong>in</strong>g us down,” Wessel.<br />
Such bureaucratic wrangles scare off <strong>in</strong>vestors <strong>and</strong> contribute<br />
to the perception that the bus<strong>in</strong>ess environment <strong>in</strong> <strong>Lao</strong>s is<br />
among the worst <strong>in</strong> Asia. Capital <strong>and</strong> entrepreneurs not<br />
surpris<strong>in</strong>gly favour Cambodia, Ch<strong>in</strong>a <strong>and</strong> Thail<strong>and</strong> which <strong>in</strong><br />
turn contributes to the <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>ternational competition<br />
faced by farmers <strong>and</strong> processors <strong>in</strong> <strong>Lao</strong>s.<br />
FUF has built large process<strong>in</strong>g facilities for add<strong>in</strong>g value to crops<br />
grown under contract with farmers <strong>in</strong> upl<strong>and</strong> villages of Luang<br />
Nam Tha<br />
“I th<strong>in</strong>k it’s a great way of<br />
kickstart<strong>in</strong>g the whole agriculture<br />
process. I th<strong>in</strong>k it’s more<br />
susta<strong>in</strong>able than most other models<br />
we’ve seen <strong>in</strong> <strong>Lao</strong>s. We’ve seen a<br />
lot of development projects com<strong>in</strong>g<br />
<strong>in</strong>, gett<strong>in</strong>g people to grow th<strong>in</strong>gs<br />
without any market<strong>in</strong>g, or the<br />
government giv<strong>in</strong>g people seeds<br />
for free, but aga<strong>in</strong> no market<strong>in</strong>g;<br />
the sugar cane rots <strong>in</strong> the fields, the<br />
crops go unsold,” says Dutton.<br />
<strong>Contract</strong>s are also a burden to FUF because by add<strong>in</strong>g on<br />
services like extension they detract from its core mission<br />
of market<strong>in</strong>g. “We want to spend less time <strong>in</strong> the villages<br />
everyday, we lose money on extension, it’s time consum<strong>in</strong>g<br />
