Orig<strong>in</strong>s of this study<br />

In February of 2006, the Permanent Secretary of the M<strong>in</strong>istry<br />

for Agriculture <strong>and</strong> Forestry appo<strong>in</strong>ted the <strong>Lao</strong>s Extension<br />

for Agriculture Project (LEAP) to act as Secretariat for the<br />

Government-Donor Sub-Work<strong>in</strong>g Group on Farmers <strong>and</strong><br />

Agribus<strong>in</strong>ess (SWGAB). The Terms of Reference agreed by<br />

the members of the group state that SWGAB will oversee<br />

the preparation of case studies that illustrate different types<br />

of agribus<strong>in</strong>ess <strong>in</strong>terventions <strong>in</strong> <strong>Lao</strong> <strong>PDR</strong>.<br />

As one of the first activities of this group, LEAP conducted a<br />

desk study that po<strong>in</strong>ted towards contract farm<strong>in</strong>g as a priority<br />

topic for case studies. At the same time, LEAP established<br />

an on-l<strong>in</strong>e discussion forum that collects news <strong>and</strong> views<br />

about agribus<strong>in</strong>ess <strong>in</strong> <strong>Lao</strong>s <strong>and</strong> neighbor<strong>in</strong>g countries. The<br />

forum helped LEAP to identify both the cases that might be<br />

studied <strong>and</strong> the issues that needed to be exam<strong>in</strong>ed.<br />

In produc<strong>in</strong>g these cases, LEAP aimed to capture ongo<strong>in</strong>g<br />

developments <strong>in</strong> different parts of <strong>Lao</strong>s, with an emphasis<br />

on the experience <strong>and</strong> op<strong>in</strong>ions of local actors: traders <strong>and</strong><br />

<strong>in</strong>vestors, District officials <strong>and</strong> development workers, <strong>and</strong><br />

- most importantly - farmers themselves. To this end, LEAP<br />

hired David Fullbrook, a journalist specialis<strong>in</strong>g <strong>in</strong> economic<br />

developments <strong>in</strong> South-East Asia <strong>and</strong> Ch<strong>in</strong>a. Between<br />

March <strong>and</strong> September 2007, the consultant travelled to two<br />

Prov<strong>in</strong>ces <strong>in</strong> the North (Luang NamTha <strong>and</strong> Bokeo) <strong>and</strong> three<br />

Prov<strong>in</strong>ces <strong>in</strong> the South (Savannakhet, Champasak, Salavan).<br />

Dur<strong>in</strong>g these visits, the consultant <strong>in</strong>terviewed more than 100<br />

people <strong>and</strong> exam<strong>in</strong>ed a number of different market cha<strong>in</strong>s<br />

<strong>in</strong>clud<strong>in</strong>g rice, maize, chilli, cabbages, sugar cane, coffee,<br />

tobacco <strong>and</strong> eucalyptus.<br />

Structure of the report<br />

There are two ma<strong>in</strong> sections of this report: <strong>Cases</strong> <strong>and</strong><br />

<strong>Questions</strong>. The first section <strong>in</strong>cludes 9 cases, which describe<br />

developments <strong>in</strong> both the North <strong>and</strong> South of the country.<br />

The cases are a record of ongo<strong>in</strong>g activities <strong>and</strong> local voices,<br />

which illustrate the dynamic <strong>and</strong> diverse nature of contract<br />

farm<strong>in</strong>g <strong>in</strong> <strong>Lao</strong>s. The author has deliberately m<strong>in</strong>imized<br />

the extent to which these activities <strong>and</strong> voices have been<br />

analysed to fit abstract models, or judged on the basis of<br />

external criteria.<br />

The questions posed <strong>in</strong> the second section are <strong>in</strong>tended to<br />

stimulate further discussion <strong>and</strong> analysis. The questions are<br />

organised around a set of common issues extracted from<br />

the cases. Reference is also made to the experience <strong>in</strong> other<br />

countries. Although possible <strong>in</strong>terventions are identified,<br />

these options are offered as ‘food for thought’ <strong>and</strong> should<br />

not be taken as recommendations to the Government <strong>and</strong><br />

its development partners.<br />

Together, the cases <strong>and</strong> questions are a resource that can be<br />

used <strong>in</strong> a number of ways: as a basis for on-l<strong>in</strong>e discussion,<br />

as <strong>in</strong>puts for group study <strong>in</strong> a workshop or tra<strong>in</strong><strong>in</strong>g course, or<br />

as reference material for <strong>in</strong>dividual researchers.<br />

Fullbrook, a consultant employed by the <strong>Lao</strong>s Extension for<br />

Agriculture Project (LEAP).<br />

are <strong>in</strong>cluded <strong>in</strong> the cases. This study would not have been<br />

Fund<strong>in</strong>g for this study came from the Swiss Agency for<br />

Development <strong>and</strong> Cooperation (SDC).<br />

In November 2006, LEAP – as the secretariat to<br />

the SWGAB - created an <strong>in</strong>ternet forum on <strong>Lao</strong><br />

Farmers <strong>and</strong> Agribus<strong>in</strong>ess (<strong>Lao</strong>FAB). This was<br />

followed by a <strong>Lao</strong>-language forum <strong>in</strong> May 2007<br />

(<strong>Lao</strong>L<strong>in</strong>k). By October 2007 there were more than<br />

500 members of these forums, <strong>in</strong>clud<strong>in</strong>g Government<br />

officials, donor representatives, project experts,<br />

NGOs staff <strong>and</strong> bus<strong>in</strong>ess people. The members are<br />

post<strong>in</strong>g more than 10 messages per day, cover<strong>in</strong>g<br />

a wide range of topics related to rural development<br />

<strong>in</strong> the Mekong Region. In addition, the <strong>Lao</strong>FAB<br />

website is now act<strong>in</strong>g as a searchable archive of<br />

agribus<strong>in</strong>ess news, <strong>and</strong> it provides access to more<br />

than 175 documents <strong>and</strong> 125 websites, <strong>in</strong>clud<strong>in</strong>g<br />

numerous market cha<strong>in</strong> studies, research papers<br />

<strong>and</strong> tra<strong>in</strong><strong>in</strong>g materials. Anybody <strong>in</strong>terested <strong>in</strong> jo<strong>in</strong><strong>in</strong>g<br />
