Contract Farming in Lao PDR: Cases and Questions - LAD - nafri

<strong>Lao</strong>s however is not Thail<strong>and</strong>, despite similarities <strong>in</strong> culture,<br />

language <strong>and</strong> agriculture. This l<strong>and</strong>locked country has<br />

taken an alternative approach to organiz<strong>in</strong>g society <strong>and</strong> the<br />

economy which has left farmers with a different outlook,<br />

perspective <strong>and</strong> values to their cous<strong>in</strong>s <strong>in</strong> Thail<strong>and</strong>. Caution<br />

is their watchword.<br />

Some <strong>Lao</strong>tian farmers struggle with the close attention<br />

cultivation often requires under contract farm<strong>in</strong>g regimes.<br />

That is perhaps <strong>in</strong> part because comprehension of the<br />

role their farm<strong>in</strong>g plays <strong>in</strong> an <strong>in</strong>dustrial production process<br />

stretch<strong>in</strong>g from the fields to factories <strong>and</strong> on to customers <strong>in</strong><br />

faraway places is underst<strong>and</strong>ably weak.<br />

“So far the farmers here are not receptive to this concept<br />

because of worries about the debts of other farmers. They<br />

prefer to borrow <strong>and</strong> work <strong>in</strong>dividually,” says Khamsee. “Also,<br />

they want to see the success of other farmers first before<br />

accept<strong>in</strong>g the system. Another problem is farmers’ animals<br />

eat<strong>in</strong>g the cane. If they don’t change the way they raise<br />

livestock it is difficult to exp<strong>and</strong> contract farm<strong>in</strong>g. However I<br />

th<strong>in</strong>k if farmers <strong>in</strong> <strong>Lao</strong>s really want to do this, to take care of<br />

the crop properly, there will be a lower failure rate.”<br />

Mitr <strong>Lao</strong> is now revis<strong>in</strong>g its approach <strong>in</strong> the light of local<br />

realities. A formal contract is be<strong>in</strong>g drafted to replace<br />

simple agreements drawn up when the company made its<br />

unplanned move <strong>in</strong>to contract farm<strong>in</strong>g.<br />

“The company will switch from lend<strong>in</strong>g money to provid<strong>in</strong>g<br />

more <strong>in</strong>puts. From this year we will require repay<strong>in</strong>g of loans<br />

<strong>and</strong> <strong>in</strong>puts <strong>in</strong> just one year <strong>in</strong>stead of two,” says Khamsee.<br />

“Company staff will also <strong>in</strong>crease monitor<strong>in</strong>g to prevent the<br />

farmers tak<strong>in</strong>g on so much debt that they cannot repay<br />

<strong>in</strong>puts. The company will also try to strictly enforce production<br />

regulations with the farmers.”<br />

Push<strong>in</strong>g on<br />

Meanwhile Mitr <strong>Lao</strong> is cont<strong>in</strong>u<strong>in</strong>g with plans to exp<strong>and</strong><br />

contract farm<strong>in</strong>g, aim<strong>in</strong>g for 264 families <strong>in</strong> total by December<br />

<strong>in</strong> Xaybouli district, up from 124 now. In Champhone district<br />

89 families are already grow<strong>in</strong>g sugar cane under contract.<br />

As well, later this year Mitr <strong>Lao</strong> expects to beg<strong>in</strong> contract<br />

production of sugar cane with families <strong>in</strong> Utumpone district.<br />

Nevertheless, the company does not plan on replac<strong>in</strong>g its<br />

plantation. “I don’t th<strong>in</strong>k the company will exp<strong>and</strong> contract<br />

farm<strong>in</strong>g beyond 20,000 rai (3,200 hectares), it is not our ma<strong>in</strong><br />

goal,” says Khamsee.<br />

Long term prospects for contract farm<strong>in</strong>g will probably<br />

depend upon the plantation’s output <strong>and</strong> the dem<strong>and</strong> at the<br />

factory. Khamsee does not foresee villagers switch<strong>in</strong>g from<br />

farm<strong>in</strong>g to staff<strong>in</strong>g the plantation. “When the concession<br />

is f<strong>in</strong>ished the company will be ready to consider contract<br />

farm<strong>in</strong>g with villagers liv<strong>in</strong>g next to the concession,” says<br />

Khamsee.<br />

Problems <strong>in</strong> Phaleng aside, villagers see benefits <strong>in</strong> contract<br />

farm<strong>in</strong>g as a system. Udon’s earn<strong>in</strong>gs, for example, from rice<br />

sold to the market have <strong>in</strong>creased <strong>in</strong> recent years thanks to<br />

ris<strong>in</strong>g prices, provid<strong>in</strong>g an <strong>in</strong>come after deduct<strong>in</strong>g costs of 5<br />

million kip ($512) from 3.5 tonnes of rice <strong>in</strong> a year. But sugar<br />

cane under contract to Mitr <strong>Lao</strong> has proved more lucrative,<br />

putt<strong>in</strong>g 9 million kip <strong>in</strong> his pocket <strong>in</strong> 2006 after repay<strong>in</strong>g<br />

<strong>in</strong>puts worth 3 million kip.<br />

“S<strong>in</strong>ce grow<strong>in</strong>g sugar cane under contract my family <strong>in</strong>come<br />

has <strong>in</strong>creased, because my l<strong>and</strong> is quite good, I have bought<br />

a h<strong>and</strong> tractor <strong>and</strong> other goods. It’s similar for other people<br />

<strong>in</strong> the village with good l<strong>and</strong>,” says Udon. “Compared to the<br />

past, contract farm<strong>in</strong>g is better, when we plant crops we’re<br />

confident that we have a buyer.”<br />

<strong>Contract</strong> farm<strong>in</strong>g for sugar cane is clearly work<strong>in</strong>g for some<br />

farmers <strong>in</strong> Savannakhet, deliver<strong>in</strong>g a significant improvement<br />

<strong>in</strong> livelihoods while provid<strong>in</strong>g a steady supply of cutt<strong>in</strong>gs for<br />

Mitr <strong>Lao</strong> to develop a plantation.<br />

Nevertheless, the situation suggests that if companies are<br />

forced to adjust their plans at relatively short notice to <strong>in</strong>clude<br />

contract farm<strong>in</strong>g there will be additional costs <strong>and</strong> quite<br />

possibly problems for both the <strong>in</strong>vestor <strong>and</strong> the farmer.<br />

<strong>Contract</strong> farm<strong>in</strong>g is simply an agreement to produce <strong>and</strong> sell,<br />

but it requires a commitment, will <strong>and</strong> m<strong>in</strong>dset throughout<br />

the organizations <strong>and</strong> among the <strong>in</strong>dividuals tak<strong>in</strong>g part to<br />

reduce the challenges <strong>and</strong> bolster the benefits.<br />
