to change in the context of the crisis or other social and<br />

economic trans<strong>for</strong>mations.<br />

The <strong>Gender</strong> <strong>Equality</strong> <strong>Index</strong> provides a comprehensive<br />

measure of equality between women and men relevant to<br />

the EU policy framework. The results have shown that the<br />

EU is halfway towards gender equality, although there are<br />

large differences between Member States in how close they<br />

are to the equality point. The biggest gender gaps can be<br />

found in the areas of decision-making and the division of<br />

time, with the <strong>Gender</strong> <strong>Equality</strong> <strong>Index</strong> also pointing to the<br />

absence of suitable data to measure gender-based violence<br />

against women. These results show the extent of the work<br />

that remains to be done to make gender equality a reality.<br />

The <strong>Gender</strong> <strong>Equality</strong> <strong>Index</strong> serves the decision-makers, policy<br />

implementers and individuals as reliable reference points,<br />

which present the current gaps between the women and<br />

men of Europe, in the context of EU policies. The <strong>Index</strong> can<br />

add a qualitative perspective to the macro-level analysis of<br />

achievements of the EU within the area of equality between<br />

women and men. Comparison over time, through the first<br />

update of the <strong>Gender</strong> <strong>Equality</strong> <strong>Index</strong> in 2015, will provide an<br />

invaluable assessment of progress of the Member States in<br />

reaching greater gender equality.<br />

The <strong>Gender</strong> <strong>Equality</strong> <strong>Index</strong> provides decision-makers, policy<br />

implementers and other users with a reliable source of<br />

reference, which presents the current gaps between the<br />

women and men of Europe, in the context of EU policies.<br />

The <strong>Gender</strong> <strong>Equality</strong> <strong>Index</strong> enriches perspectives based on<br />

macro-level analyses by providing a synthetic, yet comprehensive<br />

and flexible, measure that can support the evaluation<br />

of the effectiveness of gender equality policies. Comparison<br />

over time, through the first update of the <strong>Gender</strong><br />

<strong>Equality</strong> <strong>Index</strong> in 2015, will provide an invaluable assessment<br />

of the progress made by Member States in reaching<br />

greater gender equality.<br />
