Why Build Green? – By showing interest in Green Building, Milwaukee County Public<br />
Works already understands the positive benefits of responsible building. Though initial<br />
building cost may be affected, the lifecycle benefits of Green Building make it a great<br />
business decision. Through <strong>ARC</strong>’s LEED building capabilities, Milwaukee County Public<br />
Works can perceive the following benefits:<br />

• Reduce CO 2 Emissions in excess of 30%<br />
• Reduce Water Use by as much as 40%<br />
• Reduce Solid Waste by as much as 70%<br />

2.2 Understanding of the Project<br />
The Project is broken into two parts:<br />
Part One includes Requirements Definition, Alternative Concepting (including evaluation<br />
of the previous concepts using current best-of-breed technology), structural review of<br />
major beam interference, and concept recommendation (with high-level budget and<br />
constructability analysis).<br />
Part Two is the Detailed Design of the selected and approved Baggage Screening<br />
Improvement Plan. Scope includes the Schematic Design, Design Development and<br />
Construction Contract Document Preparation. This phase shall be not proceed until<br />
authorized in writing by Milwaukee County.<br />
2.2.1 Design Part One<br />
The Part One Design follows the specifications as defined in the TSA Standards for<br />
Checked Baggage Inspection Systems – Pre-Design and Schematic Design Steps. The<br />
steps are modified from the TSA criteria due to the previous work performed during the<br />
Phase 1 Baggage System Upgrade.<br />
2.2.1.1 Pre-Design Criteria<br />
The project begins with data collection, site inventory and analysis of the existing work<br />
performed (Phase 1).<br />
The team of stakeholders meets and agrees on the design requirements of the system:<br />
• Current Peak and Average Baggage Throughput<br />
• Design Year<br />
• Annual projection increases (decreases)<br />
• EDS Machines – Assume existing or new EDS machines – Throughput and<br />
infrastructure support requirements (floor loading, accessibility, service<br />
requirement assumptions)<br />
• Resolution room throughput<br />
o Expected EDS First-Time bag clearance rate<br />
o Threshold operator bag clearance time and % assumptions<br />
o Expected resolution room volume – design peak and average<br />
